การพัฒนารูปแบบการป้องกันสารเคมีในกลุ่มเกษตรกรปลูกยาสูบ กรณีศึกษาชุมชนแสนพัน อำเภอธาตุพนม จังหวัดนครพนม

Abstract

งานวิจัยนี้มีวัตถุประสงค์ เพื่อพัฒนารูปแบบการป้องกันสารเคมีในกลุ่มเกษตรกรปลูกยาสูบ กรณีศึกษาตำบลแสนพัน อำเภอธาตุพนม จังหวัดนครพนม โดยใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) ผู้ให้ข้อมูล จำนวน 186 คน เครื่องมือที่ใช้ประกอบด้วย แบบประเมินความเสี่ยง ความรู้ ทัศนคติ การปฏิบัติ แนวคำถามการสัมภาษณ์เชิงลึก การจัดเวทีแลกเปลี่ยนเรียนรู้ และ แบบสังเกตแบบมีส่วนร่วม เก็บข้อมูลระหว่างเดือนกรกฎาคม 2556 ถึงเดือนธันวาคม 2557 ในส่วนของข้อมูลเชิงคุณภาพวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา วิเคราะห์ประเด็น และการตีความ ส่วนข้อมูลเชิงปริมาณวิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และร้อยละผลการพัฒนาเกิดรูปแบบการป้องกันสารเคมีในกลุ่มเกษตรกรปลูกยาสูบ PAP Model (Preventing Chemical exposure, Administrative and Personal Control Model รูปแบบที่ได้รับการพัฒนานี้ ประกอบด้วย 3 ส่วน คือ 1) การป้องกันและควบคุมด้วยการบริหารจัดการ มีระบบการจัดการกับบรรจุภัณฑ์ที่ใช้ในการบรรจุสารเคมี โดยนำไปแลกซื้อที่สถานีใบยาหลังจากนั้นทางสถานีใบยาจะนำไปทำลายตามกรรมวิธีที่ถูกต้องต่อไป 2) การจัดการที่ตัวผู้ประกอบอาชีพ มีการพัฒนาทักษะส่วนบุคคล โดยการให้ความรู้ทางหอกระจายข่าวหมู่บ้านโดยแกนนำอาสาสมัครสาธารณสุขหมู่บ้าน การติดตามให้ความรู้ที่บ้านโดยเจ้าหน้าที่โรงพยาบาลส่งเสริมสุขภาพตำบลร่วมกับอาสาสมัครสาธารณสุขหมู่บ้าน การแลกเปลี่ยนเรียนรู้เกี่ยวกับผลกระทบของการใช้สารเคมีกำจัดศัตรูพืชต่อสุขภาพ การสร้างความเข้าใจ และปรับทัศนคติเกี่ยวกับการใช้สารเคมีกำจัดศัตรูพืช การทำพันธสัญญาใจ และการลงนามในบันทึกข้อตกลงความร่วมมือ และ 3) การป้องกันสารเคมี กิจกรรมการป้องกัน การสาธิต และสาธิตย้อนกลับการใช้อุปกรณ์ป้องกันอันตรายส่วนบุคคล การจัดการขยะปนเปื้อนสารเคมี การปฏิบัติตัวเกี่ยวกับการป้องกันอันตรายจากการใช้สารเคมีกำจัดศัตรูพืช ทั้งนี้โดยการมีส่วนร่วมของชุมชนและองค์กรในชุมชน

Development of a Participatory Tobacco Growers’ Chemical Prevention Model ; Case study of Sanpan Subdistrict, Thatphanom District, Nakhon Phanom Province, Thailand

This research aimed to develop a model of participation Tobacco Growers’ Chemical Prevention; Case study of Sanpan Subdistrict, Thatphanom District, Nakhon Phanom Province, Thailand. The process of Participatory Action Research by using. The key performance was 186 persons. The instruments used in this research were risk assessment, knowledge, attitude, practice, In-depth interviews guideline, Share and learn forum and Participant observation. Data were collected during July 2014 to December 2014. The qualitative
data was analyzed by using content analysis, thematic analysis and interpretation. The quantitative data were analyzed by using mean and percentage. The findings revealed that development of a participatory tobacco growers’ chemical prevention PAP Model (Preventing Chemical exposure, Administrative and Personal Control Model) divided into three parts. The first is Administrative Control; Controlling and management; management of chemicals packing by changing at tobacco station and then will bring to ruin by correct procedures. The second management of the workers (Personal Control); develop personal skills by Village Health volunteers invite health educating on broadcast tower village, Home visit staff of health promotion hospital and Village Health Volunteers, Share and learn on the effects of pesticides to health, understanding and attitude changing, and sign the Memorandum of Cooperation. Finally, Preventing Chemical exposure, Prevention activities, demonstrations, and return demonstrations to using personal protective equipment. Chemical packaging management, decontamination chemicals. Practice on the prevention of the use of chemical pesticides. That to community’s participation.
