Abstract

This study aims to analyze the problems and the failure involved in the previous flood management. The research methodology is done through the process of documents reviews, visit selected organizations, expert interviews, and seminar. The collected data was analyzed to obtain advantages and disadvantageous and forms of the present action plan of the core organizations. The recommendations can be summarized as follows: 1) Speed up the establishment of the Ministry of Water Resources, develop the organization structure to integrate core units and agencies to reduce the duplication of authority, practical overlap of areas and inconsistency of data. 2) Amendments of regulations relating to the national committee. Develop and revise the laws related to water resources management and disaster to cover all related issues, consistency and no contradictory each others. 3) Provide the system of information management in the form of national data archive center, which has the primary responsibility to gather data, analysis, and disseminate the information. The technology of data warehousing and online data analytical processing (OLAP), which the information can be expressed on the geographic map is recommended.
