การพัฒนารูปแบบการบริหารงานซ่อมบำรุงรักษาในอุตสาหกรรมการผลิตขนาดกลางและขนาดย่อมมีวัตถุประสงค์ เพื่อศึกษาองค์ประกอบในการบริหารงานซ่อมบำรุงรักษาในอุตสาหกรรมการผลิตขนาดกลางและขนาดย่อม และเพื่อพัฒนารูปแบบการบริหารงานซ่อมบำรุงรักษาในอุตสาหกรรมการผลิตขนาดกลางและขนาดย่อมเพื่อเพิ่มประสิทธิภาพในการซ่อมบำรุงรักษาของโรงงานอุตสาหกรรมเครื่องปรับอากาศ ประชากรกลุ่มตัวอย่างได้แก่ ผู้เชี่ยวชาญด้านการบริหารงานซ่อมบำรุง/บำรุงรักษา ผู้ทรงคุณวุฒิ และนักวิชาการด้านการบริหารงานซ่อมบำรุง ผู้บริหารโรงงานอุตสาหกรรมเครื่องปรับอากาศ และพนักงานปฏิบัติงานในโรงงานอุตสาหกรรมเครื่องปรับอากาศที่เกี่ยวข้องกับงานซ่อมบำรุง ในการศึกษาครั้งนี้ใช้รูปแบบการศึกษาแบบผสมผสานในเชิงคุณภาพและเชิงปริมาณ เครื่องมือที่ใช้ในการศึกษาเชิงคุณภาพ ได้แก่ การสัมภาษณ์เชิงลึก การประชุมวิพากษ์ การวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เชิงเนื้อหา เครื่องมือที่ใช้ในการศึกษาเชิงปริมาณ ได้แก่ แบบสอบถาม และรวบรวมวิเคราะห์ข้อมูลเชิงปริมาณ ใช้สถิติค่าความถี่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ด้วยโปรแกรมคอมพิวเตอร์สำเร็จรูป (SPSS) ใช้การประชุมวิพากษ์เพื่อลงมติเห็นชอบรูปแบบการบริหารงานซ่อมบำรุงรักษาและคู่มือการบริหารงานซ่อมบำรุงรักษาในอุตสาหกรรมการผลิตขนาดกลางและขนาดย่อม ด้วยมติเอกฉันท์ การซ่อมบำรุงรักษาผลการวิจัย พบว่าในโรงงานอุตสาหกรรมการผลิตเครื่องปรับอากาศขนาดกลางและขนาดย่อม ได้แก่ การซ่อมบำรุงรักษาเชิงรุก การซ่อมบำรุงรักษาเชิงรับ และการซ่อมบำรุงรักษาประจำการ/ประจำวัน โดยมอบอำนาจให้ผู้บริหารฝ่ายผลิตหรือผู้ที่ได้รับมอบหมายเป็นผู้รับผิดชอบงานซ่อมบำรุงรักษา รูปแบบการบริหารงานซ่อมบำรุงรักษาแบบปฏิบัติการองค์รวม (Total Participation Execution Maintenance: TPEM) มีองค์ประกอบดังนี้ ขั้นตอนการบริหารการเตรียมการ (Executive Preparation) โดยคณะกรรมการอำนวยการและที่ปรึกษางานซ่อมบำรุงรักษา มีองค์ประกอบการบริหาร ได้แก่ การวางแผน การจัดวางตัวบุคคล และการสั่งการ ขั้นตอนการบริหารการปฏิบัติการ (Executive Management) โดยผู้บริหารฝ่ายผลิตหรือผู้ที่ได้รับมอบหมาย มีองค์ประกอบการบริหารได้แก่ การสั่งการ การควบคุม และการประสานงานขั้นตอนการบริหารการรายงานผล (Report Management) โดยผู้บริหารฝ่ายผลิตหรือผู้ที่ได้รับมอบหมาย มีองค์ประกอบได้แก่ ผลลัพธ์การซ่อมบำรุงรักษา ส่วนการจัดการข้อมูลเพื่อการรายงานไปยังคณะกรรมการอำนวยการ เป็นข้อเสนอแนะจากคณะกรรมการผู้ทรงคุณวุฒิในการประชุมสัมมนาวิพากษ์ รูปแบบการบริหารงานซ่อมบำรุงแบบมีส่วนร่วมทั่วทั้งองค์กรในอุตสาหกรรมการผลิตขนาดกลางและขนาดย่อมนี้ ได้รับความเห็นชอบจากคณะกรรมการผู้ทรงคุณวุฒิด้วยมติเป็นเอกฉันท์

Abstract

The development of a maintenance management framework for small and medium-sized manufacturing enterprises (SMEs) aims to investigate relevant elements of the aforesaid enterprises and to carry out the model development process with the intention of improving effective maintenance management of the air conditioning industry. The study sample includes experts in maintenance management, related academics and specialists, executive officers of air conditioning enterprises along with their maintenance staff. Blending qualitative and quantitative study methods were operated. Qualitative data collection techniques to produce insights contain in-depth interviews and focus group discussions. A survey questionnaire was employed for quantitative data collection. The means, frequencies and standard deviations of the data were analyzed using SPSS. As results, the maintenance pattern of small and medium-sized manufacturing enterprises incorporates proactive and preventive maintenance as well as routine maintenance check. The Production Manager or authorized persons are assigned to conduct maintenance duties. Additionally, the components of Total Participation Execution Maintenance (TPEM) comprise Executive Preparation by the maintenance Board and Advisory team, whose responsibilities include planning, personnel placement and regulating; Executive Management by production executive or assigned staff, whose undertakings involve control, directing and coordination; Report Management by production executive and assigned staff, whose task particularly engages maintenance outcomes. A recommendation highlights data regulation for presenting to the Board of Committee. It was revealed that the developed maintenance management model with stakeholder engagement in the SMEs was unanimously approved from the expert team.
