การมีส่วนร่วมของประชาชนในการจัดทำแผนแม่บทการจัดการขยะมูลฝอย และของเสียอันตราย จังหวัดปทุมธานี

Abstract

การวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัญหาในการจัดการขยะของจังหวัดปทุมธานีรวมถึงปัญหาการมีส่วนร่วมของประชาชน (2) ศึกษากระบวนการมีส่วนร่วมของประชาชนในการจัดทำแผนแม่บทการจัดการขยะมูลฝอยและของเสียอันตราย จังหวัดปทุมธานี และ (3) ศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชน เก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้ให้ข้อมูลหลักร่วมกับการสังเกตการณ์แบบมีส่วนร่วม ผลการวิจัยพบว่า ปัญหาด้านการจัดการขยะในจังหวัดปทุมธานีอยู่ในระดับสูง เนื่องจากจังหวัดปทุมธานีมีนิคมอุตสาหกรรม ตลาดค้าส่งขนาดใหญ่ และมีประชากรแฝงอยู่ในจังหวัดนี้ปริมาณมาก ปัญหาการมีส่วนร่วมของประชาชนคือประชาชนไม่ได้มีโอกาสมีส่วนร่วมในโครงการต่างๆ เท่าที่ควร เช่นการก่อสร้างโรงไฟฟ้าขยะ ซึ่งประชาชนมีการคัดค้านอย่างรุนแรงแต่หน่วยงานที่เกี่ยวข้องยืนยันที่จะดำเนินการต่อ ส่วนการมีส่วนร่วมในการจัดทำแผนแม่บทฯนั้นพบว่าประชาชนมีส่วนร่วมในการแสดงความคิดเห็นต่อปัญหาและแนวทางการแก้ไขปัญหาแต่ยังมีส่วนในการตัดสินใจน้อย ปัจจัยที่มีผลต่อการมีส่วนร่วมคือความรู้ความเข้าใจของประชาชน การตอบสนองของผู้นำชุมชน การให้ความร่วมมือของประชาชน ตลอดจนนโยบายของคณะรักษาความสงบแห่งชาติ กฎหมายที่เกี่ยวข้อง และการดำเนินงานขององค์กรปกครองส่วนท้องถิ่น

PUBLIC PARTICIPATION IN FORMULATION OF WASTE AND HAZARDOUS WASTE MANAGEMENT MASTER PLAN, PATHUMTHANI PROVINCE

This research was aimed to (1) study the problems in waste management of Pathum Thani Province including public participation problem, (2) study the public participation process in formulation of waste and hazardous waste master plan of Pathum Thani Province, as well as study factors influencing the participation and the problems of the participation. The data were collected by interviewing key informants and participative observations. The results revealed that the problems in waste management in Pathum Thani was high due to the fact that Pathum Thani had several industrial estates, large size wholesale markets and a lot of unregistered people. The problems in public participation were people did not have opportunities for participating in project development. This could be seen from the issue of the construction of a waste power plant that people strongly protested against this project but the related agencies persisted to continue. Regarding public participation in formulation of the plan, the people mostly participated in expressing opinions for the problems and the solutions but played a little role in decision making. Factors influencing the participation were the understanding in the participating process of the people, response of community leaders, cooperation of the people, and policy of the National Council for Peace and Order (NCPO), related laws and operation of local authorities.
