Abstract

The research aims to study 1) Role in the implementation of the Armed Forces Development Command in helping flood victims in Tambon Chaiburi 2) Implication factors to the implementation of the Armed Forces Development Command in assistance to flood victims in Tambon Chaiburi 3) Development Guidelines of the role of the Armed Forces Development Command in assistance to flood victims in Tambon Chaiburi. It is the mixed research with Quantitative and Qualitative research. The research instrument used the interview form. 21 persons who involved in disaster relief provided relevance information. Data analysis by content analysis and content consistency check by three ways. In the quantitative research used a questionnaire with an alpha coefficient of 0.79. Population was random from 13sampling villages of Tambon Chaiburi, Amphoe Muang, Phatthalung province, was 381 samples of people. Descriptive statistics use to analyze data in frequency, percentage, mean and standard deviation. Hypothesis testing to analyze variable means by Pearson Correlation coefficient.
The research found in part of internal factors which affect the assistance to victims of the Armed Forces Development Command included the policy is moderate. The responsibility, the responsible area and the management are high. The staff is the highest. And the materials are high. In part of, external factors that affect the assistance to victims of the Armed Forces Development Command the weather is the highest. Government budget is high. Integration and coordination, joint planning between agencies to assist flood victims, are high. Public participation is high. The expectations and needs are high. Additionally, assistance role of the Armed Forces Development Command included the assistance, the protection and the restoration, reach to the expectations and needs of people.  The effective ways to Development of the role of the Armed Forces Development Command in assistance to flood victims according to the expectations and needs of people have plans to rescue the victims in accordance with the defined policy, setting up the volunteer network to rescue victims in tribulation area and casualty should be the most restored physical, mental and housing by same to the original things.
