นโยบายและยุทธศาสตร์การรณรงค์การสื่อสารเพื่อการป้องกันและแก้ไขปัญหา การตั้งครรภ์ในวัยรุ่นของประเทศไทย

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษานโยบายและยุทธศาสตร์การรณรงค์ในการป้องกันและแก้ไขปัญหาการตั้งครรภ์ในวัยรุ่นของประเทศไทย เพื่อจัดทำข้อเสนอแนะ ด้วยการศึกษาเอกสารและการสัมภาษณ์เชิงลึก ผลการวิจัยพบว่า หน่วยงานมีดำเนินการตามพระราชบัญญัติ ยุทธศาสตร์ระดับชาติ และตามพันธกิจหลักของหน่วยงานด้วยการรณรงค์การสื่อสาร ในขณะที่หน่วยงานไม่ได้กำหนดยุทธศาสตร์ด้านการรณรงค์ในแผนปฏิบัติงาน โดยทุกหน่วยงานเน้นใช้กลยุทธ์การสร้างความร่วมมือและกลยุทธ์การสร้างการรับรู้และความเข้าใจ ด้วยกิจกรรมการฝึกอบรมเป็นหลักและใช้สื่อมวลชน สื่อสังคมออนไลน์เป็นสื่อเสริม ขาดการใช้สื่อพื้นบ้านทำให้การแก้ไขปัญหาไม่ครอบคลุมกลุ่มเป้าหมายในระดับจังหวัดและชุมชน ดังนั้น รัฐบาลควรเพิ่มนโยบายด้านการสื่อสารในพระราชบัญญัติและยุทธศาสตร์ระดับชาติ และควรกำหนดยุทธศาสตร์การรณรงค์การสื่อสารในหน่วยงานรับผิดชอบทุกระดับด้วยกลยุทธ์การสร้างการรับรู้และความเข้าใจ ส่งเสริมทักษะการสื่อสารให้กับผู้ปฎิบัติงาน และควรเลือกใช้สื่อให้เหมาะสมกับกลุ่มเป้าหมาย โดยเฉพาะการใช้สื่อพื้นบ้านในระดับชุมชน
