การวิเคราะห์ต้นทุนการให้บริการผู้ป่วยนอก ชาวต่างด้าวของโรงพยาบาลเชียงแสน จังหวัดเชียงราย Cost Analysis in Alien Out-patient Service in Chiang Sean Hospital, Chiang Rai Province

Abstract

การศึกษาครั้งนี้นี้มีวัตถุประสงค์เพื่อวิเคราะห์ต้นทุนการให้บริการผู้ป่วยนอกชาวต่างด้าวของโรงพยาบาลเชียงแสน จังหวัดเชียงราย โดยใช้ข้อมูลทางการเงินประจำปีงบประมาณ 2556 จากโรงพยาบาลเชียงแสน ผลการศึกษาพบว่าต้นทุนรวมในการให้บริการผู้ป่วยนอกของโรงพยาบาลเชียงแสนจำนวนทั้งหมด 82,117,638.43 บาท มีต้นทุนต่อหน่วยบริการสูงสุดในงานสุขภาพจิต 4,991.37 บาทต่อหน่วย และต้นทุนต่อหน่วยบริการต่ำสุดคือ งานบำบัดยาเสพติดและคลินิกอดบุหรี่ 93.86 บาทต่อหน่วย ด้านการให้บริการชาวต่างด้าวมีมูลค่า 8,025,597.25 บาท คิดเป็นร้อยละ 10.90 ของต้นทุนรวม โดยมีสัดส่วนการให้บริการมากสุดที่งานสุขาภิบาลและป้องกันโรคเป็นร้อยละ 54.33 ของหน่วยงานบริการ จากการประมาณยอดค้างชำระการให้บริการในส่วนของผู้ป่วยนอกชาวต่างด้าวในปี พ.ศ. 2556 จำนวน 2.45 ล้านบาท คาดว่าภายในระยะเวลา 10 ปี หรือในปีงบประมาณ 2565 จะมียอดค้างชำระสะสมเพิ่มขึ้นเป็น 10.15 ล้านบาท

This study aimed to analyze the cost of services, alien outpatient in Chiang Saen hospital, Chiang Rai province using financial data in fiscal year 2013 from the hospital. The study found that the total cost of out-patient service in Chiang Saen hospital was 82,117,638.43 baht. The highest unit cost was in the mental health service which was accounted for 4991.37 baht per unit while the lowest unit cost was in the drug treatment and smoking cessation clinics which was accounted for 93.86 baht per unit. Approximately 10.90 % of the total cost or 8,025,597.25 baht was the service cost of alien outpatient. The sanitation and disease prevention service has the highest proportion of service to aliens in its total service which was accounted for 54.33 %. The estimated outstanding debt from alien outpatient services in fiscal year 2013 was 2.45 billion baht. It was forecasted that within 10 years or in fiscal year 2022, the accumulative debt will increase to 10.15 million baht.
