Abstract

The objectives of this study were to examine (1) administrative problems in promoting information technology applications in schools of the secondary educational service area office 2, (2) development guidelines of administration in promoting information technology applications in schools of the secondary educational service area office 2 and (3) administrative strategies in promoting information technology applications in schools of the secondary educational service area office 2. The balanced scorecard concept (BSC) of four (4) perspectives was applied as conceptual framework of this study. The methodology of this research was designed as mixed methods research using sampling of 1,849 persons. Statistics exercised were mean, standard deviation, multiple regression and Pearson’s Correlation Coefficient. For qualitative data, in-depth interviews of 9 experts with face to face interview of 60 minutes each was conducted, and the structured in-depth interview form was also applied. Research results were (1) the major administrative problem was the schools' promotion of information technology applications that  combined inadequate preparation for their personnel  to work with the technology (2) the administrative development guidelines  were primarily that the schools should establish explicit policies and plans to promote information technology applications in schools, such as the student care and support systems and (3) the schools of the secondary educational service area office 2 should establish and use the administrative strategies to promote information technology applications in schools according to the balanced scorecard concept (BSC) consisting of 4 perspectives.
