บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัจจัยการบริหารงานฝ่ายกิจการนักเรียนที่ส่งผลต่อคุณภาพโรงเรียนเฉพาะ
ความพิการบกพร่องทางสติปัญญา สังกัดสำ นักบริหารงานการศึกษาพิเศษ และเพื่อเปรียบเทียบปัจจัยการบริหารงาน
ฝ่ายกิจการนักเรียนที่ส่งผลต่อคุณภาพโรงเรียนเฉพาะความพิการบกพร่องทางสติปัญญา สังกัดสำนักบริหารงานการ
ศึกษาพิเศษ จำแนกตามตำ แหน่งงานของบคุ ลกร โดยวิจยั จากประชากร คอื ผอู้ ำ นวยการ รองผู้อำนวยการฝ่ายกจิ การ
นักเรียน และครูในฝ่ายกิจการนักเรียน รวมจำ นวนทั้งหมด 95 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามสำ รวจ
ข้อมูล สถิติ ที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัย พบว่า ปัจจัยการบริหารงานฝ่ายกิจการนักเรียนที่ส่งผลต่อคุณภาพโรงเรียนเฉพาะความพิการบกพร่อง
ทางสติปัญญา สังกัดสำ นักบริหารงานการศึกษาพิเศษ โดยภาพรวมอยู่ในระดับมาก (μ = 4.12) ด้านการจัดกิจกรรม
นักเรียน (μ = 4.22) ข้อที่มีค่าเฉลี่ยสูงสุด คือ มีการจัดกิจกรรมอบรมเพื่อส่งเสริมและพัฒนาคุณธรรม จริยธรรมให้แก่
นักเรียน ด้านงานหอนอนโรงเรียน (μ = 4.08) ข้อที่มีค่าเฉลี่ยสูงสุด คือ คณะครูและคณะกรรมการนักเรียนติดตาม
ดูแล และป้องกันความประพฤตินักเรียนไม่ให้ประพฤติผิดระเบียบของหอนอน ด้านการรักษาระเบียบวินัยของโรงเรียน
(μ = 4.13) ข้อที่มีค่าเฉลี่ยสูงสุด คือ มีการกำ หนดบทลงโทษนักเรียนที่กระทำ ผิดระเบียบ วินัยของโรงเรียนชัดเจนและ
ลงโทษจริง ด้านการจัดบริการแนะแนว (μ = 4.11) ข้อที่มีค่าเฉลี่ยสูงสุด คือมีการจัดครูฝ่ายแนะแนวให้คำ ปรึกษาแก่
นักเรียนในเรื่องเรียนและเรื่องส่วนตัว ด้านอาหารและโภชนาการ (μ = 4.07) ข้อที่มีค่าเฉลี่ยสูงสุด คือ มีการจัดสรรงบ
ประมาณด้านอาหารเพียงพอ ต่อจำ นวนนักเรียนและด้านการจัดบริการสุขภาพและอนามัย (μ = 4.15) ข้อที่มีค่าเฉลี่ย
สูงสุด คือ การวางแผนดำ เนินงานด้านงานบริการสุขภาพอนามัยร่วมกันระหว่างผู้บริหาร ครูที่รับผิดชอบและตัวแทน
นักเรียน จากการเปรียบเทียบความคิดเห็นปัจจัยการบริหารงานฝ่ายกิจการนักเรียนที่ส่งผลต่อคุณภาพโรงเรียนเฉพาะ

ความพิการบกพร่องทางสติปัญญา สังกัดสำ นักบริหารงานการศึกษาพิเศษ จำ แนกตามตำ แหน่งงานของบุคลากร พบ
ว่าผู้อำนวยการ รองผู้อำนวยการฝ่ายกิจการนักเรียน และครูในฝ่ายกิจการนักเรียน มีความคิดเห็นแตกต่างกัน
ปัญหาการบริหารงานฝ่ายกิจการนักเรียนที่ส่งผลต่อคุณภาพโรงเรียนเฉพาะความพิการบกพร่องทางสติปัญญา
สังกัดสำ นักบริหารงานการศึกษาพิเศษ ส่วนใหญ่จะพบปัญหาเกี่ยวกับโรงเรียนไม่สามารถจัดกิจกรรมให้นักเรียนได้
อย่างเต็มที่ และทางโรงเรียนไม่สามารถใช้กฎ ระเบียบที่เข้มงวดกับนักเรียนทุกคนได้ ทั้งนี้เนื่องจากนักเรียนมีความรับ
รู้ และความเข้าใจในกฎระเบียบที่แตกต่างกัน

This research was aimed to study the student affair administration factors affecting quality of
school-specific intellectual disability under bureau for special education administration. Compare the student
affair administration factors affecting quality of school-specific intellectual disability under bureau of special
education administration. It divides to the job by study from population. There is director, deputy director
of student affair division and teacher in student affair division. It total of 95 people. The equipment used in
the study is survey questionnaire and statistics that used in analyze data such as; frequency, percentage,
mean of deviation standard and analysis of variance.
The results show that: the student affair administration factors affecting quality of school-specific
intellectual disability in overall (μ = 4.12) and each dimension were at the high level (μ = 4.22). It was
management activities to promote and enhance the skills of students continuously and systematically for
development of morality. Dormitory administration (μ = 4.08), teachers and students to monitor the behavior
of students do not make a mess of misconduct dormitory. The discipline of school
(μ = 4.13) to punishment the students clear and real discipline. Guidance on education(μ = 4.11), teacher
help students get information about leaning and private matter for fix the problem manually and know how
to adapt to the environment can be happy in life. Food and nutrition, (μ = 4.07) it have the budget supports
the cost of food that enough per student. Healthy service, (μ = 4.15) it has planning operation between
director, teacher and student representatives.
The comparison of different management the student affair administration factors affecting quality
of school-specific intellectual disability under bureau of special education administration. It divided to the
job and it found that director, deputy director of the division of student affairs and teacher of the division of
student affairs. It was same opinion.
The most problems about the student affair administration factors affecting quality of school-specific
intellectual disability under bureau of special education administration, it found that school can not make
activities to be fully because of students with intellectual disabilities, it has problem about memory and
school can not be the rule to all students because each student’s awareness and understanding of the
rules are different, it can not be treated equally and the another problem is the most school, it does not to
planning about activities but it used activities of the past year.
The recommendations for the management of student affairs, there should be a way to solve problems
and improve the consistency with the students because student with intellectual disabilities will need special 

care and attention as regular students. So, the problem must be cooperation from different division such
as; director, teacher, committee of student and including parents that are required to participate in solution
to be achieved.
