Abstract

This research was conducted to develop a leadership model for school administrators in the context of a multicultural society, to find elements for developing the leadership model, and to draft the model as well as examine the possibility of developing such a model. The research was implemented in three phases which consisted of 1) a study on the actual conditions of leadership of school administrators by analyzing documents and making surveys, 2) development of the model by using the Delphi Technique, and 3) monitoring the possibilities of the model by interviewing and eliciting suggestions.

The research results indicated that the 1stphase was analyzing to find the attributes of leadership, and the 2ndphase was the use of tools for suitable assessment and verifying elements by using the Delphi Technique to help the researcher provide a draft of the 7 major elementsfeaturing behavioral elements, situational elements, transitional elements, and academic component reformation (Leadership of the Ministry of Education). For the 3rdphase, it was found that the elements were important in all fields because the use of each leadership model for the solution for each condition depends on the condition that the administrator is facing.  When needing to be developed, an administrator is important as well as the development of the atmosphere and multicultural society because this is the culture of learning within the school for developing the organization successfully.
