As the challenges of the 21st century, humans have knowledge and capability of using science and technology, including ability to search for information from various sources for better healthcare. In addition, the advancement of medicine and public health drives people awareness of their health. As thus, changes in health and health education and any other relations are in need.  One of the very important parts of these is physical education teachers whose roles are very important in students’ health promotion and health education.  Physical education teachers’ role changes are in accordance with changes in learning approaches which are role, characteristics, and duties.  The teachers have to develop themselves and keep up with changes in context.  Their roles have to be changed from instructors to be facilitators who can guide and cooperatively learn new knowledge along with their students.  However, in so doing, there should be explicit and systematic ways for developing physical education teachers along with the supports from governmental policies of educational personnel development plan.  For developing physical education teachers, it has to be self-responsibility and networking with their professional community and others from outside by using ICT in order to be used for effective teaching and learning in physical education.  This can lead to physical education teacher role changes in steady and sustainable way and more importantly in cope with global changes.
