Abstract

การศึกษาเรื่องการพัฒนาสามารถแบ่งออกได้เป็น 2 ทฤษฎีใหญ่ๆ คือ ทฤษฎีที่ว่าด้วยความขาดแคลนและความต้องการ (Deprivation and Needs Theories) และทฤษฎีที่ว่าด้วยการกีดกัน (Exclusion Theories)   เส้นทางของการเปลี่ยนแปลงเพื่อการบริหารการพัฒนาชนบทด้วยวิธีการให้การฝึกอบรมและการศึกษานอกโรงเรียน พัฒนาขึ้นตามแนวคิดของ Rogers (1994) เพื่ออธิบายเส้นทางอันเป็นกระบวนการที่นำไปสู่เป้าหมายของการพัฒนา คือ การเปลี่ยนแปลงที่พึงประสงค์ โดยสามารถแบ่งออกได้เป็น 2 ประเภทใหญ่ๆ คือ เส้นทางของการเปลี่ยนแปลงแบบชั่วคราว อันประกอบไปด้วย 3 เส้นทางย่อย คือ เส้นทางของระบบราชการ เส้นทางของเทคโนแครท (นักวิชาการหรือ NGOs) และเส้นทางของกลุ่มรณรงค์เพื่อการปฏิบัติ ในขณะที่อีกประเภทหนึ่ง คือ เส้นทางของการเปลี่ยนแปลงแบบถาวร อันประกอบไปด้วย 3 เส้นทางย่อยเช่นเดียวกัน คือ เส้นทางของการเปลี่ยนแปลงชนิดที่ให้กลุ่มเป้าหมายได้ตัดสินใจก่อนที่จะให้การฝึกอบรมและการศึกษานอกระบบโรงเรียน เส้นทางของการเปลี่ยนแปลงชนิดที่ให้กลุ่มเป้าหมายได้ตัดสินใจภายหลังจากที่ได้รับการฝึกอบรมและการศึกษานอกระบบโรงเรียนแล้ว และเส้นทางของการเปลี่ยนแปลงชนิดพลวัตร  โดย ไพบูลย์  โพธิ์หวังประสิทธิ์ (2554) ได้พยายามอธิบายเส้นทางของกลุ่มรณรงค์เพื่อการปฏิบัติด้วยผลของการศึกษาวิจัยที่ไกลออกไปจาก Rogers (1994)   เส้นทางของการเปลี่ยนแปลงดังที่ได้นำเสนอข้างต้นนี้ สามารถนำมาใช้เป็นแนวทางของการดำเนินกิจกรรมการพัฒนาในชุมชนชนบทไทยในฐานะของการเป็นอาวุธหรือเครื่องมือของการพัฒนาได้เป็นอย่างดี  เพื่อให้ชุมชนชนบทสามารถพึ่งตนเองได้ในที่สุด 

 

The study of development can be divided into two main theories which are the deprivation and needs theories and the exclusion theories.  Routes to change for rural development administration by offering a training course and non-formal education is developed according to Rogers (1994)’s concept. That is for explaining the routes which are the processes lead to a target of development or a desire change.  The routes to change can be divided into two types; the partial route and the full route.   The partial route has three sub-routes which are the bureaucratic route, the technocratic route and the direct action route.  On the other hand, the full route of development has three routes; too, which are the early decision-making in the development route, the late decision-making in the development route and the route of possible interaction in a dynamic change process.  Moreover, Phowungprasit (2011) has to explain the direct action route by the finding of his research which is beyond from Rogers (1994)’s.  Routes to change which are presented above could be used for being a guild line of implementation on the development activities in the Thai rural community as weapons or tools of development.  Hopefully, the Thai rural community could be on the status of self-reliance.
