Potential Computer Affects the Quality of the Financial Reports of the Municipality Offices in the Upper North of Thailand

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทดสอบผลกระทบระหว่างศักยภาพด้านคอมพิวเตอร์ส่งผลต่อคุณภาพการรายงานทางการเงินของสำนักงานเทศบาลภาคเหนือตอนบนในประเทศไทย โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูลจากหัวหน้ากองคลัง/ผู้อำนวยการกองคลัง ของสำนักงานเทศบาลภาคเหนือตอนบนในประเทศไทย จำนวน 85 ราย ทำการวิเคราะห์ข้อมูลโดยใช้สถิติการวิเคราะห์การถดถอยพหุคุณ ผลการศึกษาพบว่าศักยภาพคอมพิวเตอร์ด้านการเบิกจ่ายที่สะดวกรวดเร็ว ด้านระบบบัญชีที่มีประสิทธิภาพ ด้านความยึดหยุ่นในการปฏิบัติงาน และด้านการป้องกันการทุจริต มีผลกระทบทางบวกต่อคุณภาพการรายงานทางการเงินของสำนักงานเทศบาลภาคเหนือตอนบนในประเทศไทย  ดังนั้น องค์กรปกครองส่วนท้องถิ่นควรให้ความสำคัญกับการพัฒนาศักยภาพทางด้านคอมพิวเตอร์เพื่อสร้างคุณภาพรายงานทางการเงิน เพื่อให้ได้ข้อมูลที่เป็นประโยชน์ต่อการบริหารงานของสำนักงานเทศบาลภาคเหนือตอนบนในประเทศไทย

The purpose of this research was to test the potential impact of computer affect the quality of the financial reports of the municipality offices in the upper north of Thailand. The questionnaires were used to collect data form 85 division chief/director of division of municipality offices in the upper north of Thailand. It was analyzed by using multiple regression analysis. The results showed that the potential of computers for quick disbursement, the effective accounting system, the flexibility of operational, the anti-fraud have a positive impact on the quality of the financial reports of the municipality offices in the upper north of Thailand. The local governments should give priority to the development of the computer potential to continue generating quality financial reports to obtain useful information on the management of the municipality offices in upper north of Thailand.
