บทคัดย่อ

            การพัฒนาภูมิปัญญาท้องถิ่นให้เป็นแหล่งเรียนรู้เป็นการสร้างความตระหนักให้เห็นความสำคัญ
ของท้องถิ่น เป็นที่รวมข้อมูล ความรู้ ประสบการณ์ต่างๆ ในชุมชน การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาข้อมูลทั่วไป และสภาพของภูมิปัญญาท้องถิ่น รวมถึงกำหนดกลยุทธ์ในการพัฒนาภูมิปัญญาท้องถิ่นให้เป็นแหล่งเรียนรู้ตำบลพลายชุมพล อำเภอเมือง จังหวัดพิษณุโลก การดำเนินงานวิจัยมี 2 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาข้อมูลทั่วไป และสภาพของภูมิปัญญาท้องถิ่น ตำบลพลายชุมพล อำเภอเมือง จังหวัดพิษณุโลก ขั้นตอนที่ 2
การกำหนดกลยุทธ์ในการพัฒนาภูมิปัญญาท้องถิ่นให้เป็นแหล่งเรียนรู้ เครื่องมือวิจัย ได้แก่ แบบสัมภาษณ์ ประเด็นที่ใช้ในการสนทนากลุ่ม และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การวิเคราะห์เนื้อหา ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1) สภาพทั่วไปของตำบลพลายชุมพล และสภาพของภูมิปัญญาท้องถิ่น เป็นชุมชนกึ่งเมืองกึ่งชนบท มีภูมิประเทศที่เหมาะแก่การเกษตร จุดเด่นตั้งอยู่ไม่ไกลจากตัวเมืองมีสถาบันอุดมศึกษา มีศูนย์การค้าขนาดใหญ่ มีความพร้อมของระบบสาธารณูปโภค และการเดินทางสะดวกสบาย และสภาพทั่วไปของภูมิปัญญาท้องถิ่น ในตำบลพลายชุมพลมีศักยภาพที่สามารถจะนำมา
พัฒนาเป็นแหล่งเรียนรู้ให้กับชุมชนได้ ซึ่งภูมิปัญญาส่วนใหญ่ที่พบอยู่ในหมวดชีวิต ความเป็นอยู่ และวิทยาการ 2) กลยุทธ์ในการพัฒนาภูมิปัญญาท้องถิ่นให้เป็นแหล่งเรียนรู้ แบ่งเป็น 4 กลุ่ม คือ 1) กลยุทธ์ที่เกี่ยวข้องกับการแสวงหาความร่วมมือ 2) การจัดระบบองค์ความรู้เพื่อต่อยอด 3) การรวมกลุ่มทีมงาน และ 4) กลยุทธ์การสื่อสาร และผลการประเมินความเป็นไปได้และความเหมาะสมของกลยุทธ์อยู่ในระดับมาก

Abstract

Developing the local wisdom to be a learning center appears to be the way to emphasize the importance of the local life being the place of accumulated valuable local information. The purpose of the research was to study the general information and the nature of the local wisdom including a way to establish a strategy in developing to a learning center at Tambon Plai Chum Pol, Amphoe Muang, Phitsanulok. There were 2 steps in this research: the 1st step: to study the general information and the nature of the local wisdom. The 2^nd step: to establish the strategies in developing the local wisdom to be a learning center. The instruments for this research were an interview, a group conversation and a questionnaire. The statistics used were a text analysis, mean and the standard deviation.

The results revealed that 1) the general conditions of Plai Chum Pol area and of the local wisdom in Tambon Plai Chum Pol, Amphoe Muang, Phitsanulok appeared that this community was a so-called semi-city-semi-rural one. The landscape was highly favorable for all agricultural activities, but the highlight of this place was that it was near the city filled with several academic institutes, big shopping malls and the readiness of the facility as well as the transportation and the general conditions of the local wisdom showed that it was highly potential and greatly suitable for using as a learning center for the community. The knowledge was mostly part of their scientific procedures and their life styles. 2) the strategies in developing the local wisdom to be a learning center were categorized into 4 groups: 1) the strategies involved with the cooperation requests from outside units, 2) the knowledge arrangements on the life styles and the living styles for more advanced developments of the local wisdom to become a learning center, 3) the formation of a team consisting of the people inside and outside the community. And 4) Strategy for Communication. The results of the evaluation on the possibility and the appropriation of the strategies were at a high level.
