การถอดบทเรียนความสำเร็จของการจัดการพลังงานชุมชนโดยยึดหลักปรัชญาของเศรษฐกิจพอเพียง/Lesson Learned from Community Energy Management based on Philosophy of Sufficiency Economy

บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาความสำเร็จของการจัดการพลังงานชุมชน โดยใช้หลักปรัชญาของเศรษฐกิจพอเพียง โดยการสำรวจชุมชนต้นแบบที่มีการจัดการพลังงานชุมชนโดยใช้หลักปรัชญาของ เศรษฐกิจพอเพียง และทำการสัมภาษณ์ผู้นำชุมชนหรือหน่วยงานที่เกี่ยวข้องที่ดูแลการจัดการ พลังงานชุมชน โดยทำการศึกษา 6 ชุมชน ผลการศึกษาพบว่า ความสำเร็จของการจัดการพลังงานชุมชนจะขึ้นอยู่กับการวางรากฐานหลักปรัชญาของ เศรษฐกิจพอเพียงในการจัดการพลังงาน โดยการผลิตและใช้พลังงานอย่างพอเพียง ใช้ทรัพยากรที่มีในท้องถิ่น ชุมชนมีความเข้าใจในหลักปรัชญาของเศรษฐกิจพอเพียงในการจัดการพลังงานชุมชน ชุมชนมีความตระหนักและความรู้เกี่ยวกับพลังงาน ผู้นำชุมชนมีความเข้มแข็งและเป็นตัวอย่างนำร่องด้านพลังงาน มีหน่วยงานระดับท้องถิ่นสนับสนุน นโยบายการจัดการพลังงานจะต้องมีความชัดเจนและสามารถนำไปปฏิบัติได้จริง ภาครัฐที่ให้ความช่วยเหลือจะต้องมีการติดตามกิจกรรมการจัดการพลังงานอย่าง ต่อเนื่อง การช่วยเหลือด้านเทคโนโลยีจะต้องเหมาะสมกับสภาพของชุมชนและทรัพยากรที่ชุมชน มีการมีส่วนร่วมของประชาชนในชุมชนมีความสำคัญมาก การมีชุมชนต้นแบบเพื่อเป็นแหล่งเรียนรู้และใช้เป็นตัวอย่างจะสามารถสร้างแรง จูงใจให้กับชุมชนอื่นๆ ได้

This study was aimed at studying the success of energy management in model communities based on the Philosophy of Sufficiency Economy. A survey of energy management of six model communities and in-depth interview of communities’ leaders and local officers involving in energy management in the model communities were conducted. The results showed that the success of energy management in communities relied on the application of the Philosophy of Sufficiency Economy in energy management i.e., saving energy and producing energy for use themselves. Community leaders should act as a role model for energy management and be able to ask that members participate in energy management. Local government policy on energy management should be written and can be implemented effectively. Government shouldconsider and support appropriate technologies with which local resources can be usedand should monitor and evaluate energy management activities in the communities. Awareness, knowledge and participation on energy saving and conservation by community members are also important. A model of community energy management can be used for motivating other communities for their own energy management.
