Abstract

Abstract

                The purposes of the research were to study levels of opinions of the Thai state officials on the reform of bureaucracy based on the New Public Management and to compare the opinions of the state officials categorized by educational levels, positions, position levels, departments and working experiences and to find out relationships of the bureaucracy reform which effected the new public management.  The samples used in this study included 2,482 sateofficial working in 19 organizations, randomized from 362,553 state officials.  Questionnaires were used as the tool for collecting data, which were than analyzed with package programs for Frequency, Percentage, Mean, Standard Deviation and Multiple Regression. 

                   The result showed that:

                1. The level of the state officials’ opinions towards the new public management based bureaucratic reform was resulted that most of the respondents’ opinions towards the bureaucratic reform of personnel management were highest; in addition, the recruitment procedure of new officials was suitable because it afforded the educated and capable persons.

                2. Comparison of the state officials’ opinions towards the new public management based bureaucratic reform was found that most of the respondents’ opinions from the Ministry of Natural Resources and Environment were higher than the others. 

                3. Relationship of the bureaucratic reform and new public management was showed that the relationship of the bureaucratic reform and new public management was in the same direction.
