Abstract

The objectives of this research were to study (1) the improvement of public service in the issuance of land title deed with the use of satellites, (2) problems and obstacles of the Land Department in the issuance of land title deed with the use of satellites, and (3) to establish strategies using satellites in the issuance of land title deed towards Thailand 4.0.


Findings of this research were: (1) Land surveying by Satellite is highly accurate and makes clear the state and private land. (2) Reduce disputes between private and private, private and state as well as state and state, about the problem of land survey. (3) Increase the confidence of the people in land holdings, because every time the land survey is the same. (4) The surveyors of the Land Department of the whole country will be confident to perform the survey, because of geographic coordinates. (5) The use of satellite issued land title deeds led to the amendment of the land code.


Recommendations were as follows: 1) Mapping to international standards, the Land Department must be based on WGS 84. (2) The Land Department should cancel the land acquisition notice, because it can be issued land title deed in the national park, national forest, wildlife sanctuary, and permanent forest zone. (3) The land has been surveyed with satellite, subsequent surveying does not require neighboring landowners to indicate the boundaries, because they have a geographic coordinates. (4) The Land Department should abolish the statutory regulations, the outdated regulations so as not to conflict anymore.
