Abstract

                   The objective of this research is to study the level of skills of learners in the 21st century of 2 small schools under the Office of Primary Education Service Area 1 and 2) Study the guidelines for organizing learning activities to develop the skills of learners. Study in the 21st century of 2 small schools under the Office of Primary Education Service Area 1 as a participatory action research. Sign into 2 phases: 1) Study skills levels of learners in the 21st century student population is small. Under the Office of Chachoengsao Primary Educational Service Area, Area 1, academic year 2018, amount 2 places: Wat Bang Pla Nak School And 108 students from Ratthasatham School and 108 samples from both schools using specific random sampling methods. Use a questionnaire to study the level of learners 'skills. 2) To study the guidelines for organizing learning activities to improve learners' skills in the 21st century. The sample group consisted of administrators, teachers, and experts with expertise in teaching and learning management. A total of 10 people used the specific random sampling method. Analyzed by finding the average ( gif.latex?\bar{x}) and the standard deviation (SD)


           The results of the research showed that:


          1) Skills of learners in the 21st century of 2 small schools under the Office of Primary Education Service Area 1 found that the overall is at a high level  ( gif.latex?\bar{x} = 4.34, SD = 0.48), with skills in the main components. No. 1 Life and career skills Element 1, minimum flexibility and adaptability (gif.latex?\bar{x} = 3.42, S.D.= 0.42).  2) Guidelines for organizing learning activities to develop learners' skills in the 21st century of 2 small schools under the Office of Primary Education Service Area 1 from the discussion that the use of learning activities by Use the problem as a base When tested in 2 small schools, it was found that the learners developed higher skills.
