THE ROLE AND POLITICAL COMMUNICATION PROCESS OF NATIONAL HUMAN RIGHTS COMMISSION: A CASE STUDY OF POLITICAL RIGHTS VIOLATIONS IN 2009 - 2015

Abstract

                  This research, study the domestic political contexts and the reactions from foreign countries that affected the political roles and communication process of the NHRC during B.E. 2552 – 2558. The research divided into three periods; Abhisit Vejjajiva, Yingluck Shinawatra and General Prayut Chan-o-cha. This research used qualitative methodologies as the tools to study from four groups of informants; 1) the second batch of NHRC and its office executives, 2) the human rights scholars, 3) journalists, and 4) political pressure groups, conformed to the theory of David K. Berlo. The research used data collection techniques such as Documentary Research, In-Depth Interview, and Participant Observation. The results suggest that the domestic political contexts and the reactions from foreign countries during B.E. 2552 – 2558, all influenced the political roles and communication processes of the NHRC.While the communication process of the NHRC lacks organization strategic plan to support. Moreover, the messages sent to the receiver still lack clarity and up to date. Therefore affecting the effectiveness of the whole system communication process. Including communicating the image of the NHRC in a political crisis in an undesirable direction, the NHRC should establish a system for monitoring and evaluating the organization's communication process to understand the success and failure of various communication issues and to improve the organization's communication processes to be efficient and effective. Increase in the future and should have direct communication experts to be consultants.
