Abstract

        โครงการโรงแรมเซ็นทรัลเวิลด์เป็นอาคารสูง 48 ชั้น หรือ 200.3 เมตร พื้นที่ประมาณ 18,000 ตารางเมตร ตั้งอยู่บนถนนพระรามที่ 1 เขตปทุมวัน กรุงเทพมหานคร ซึ่งเป็นศูนย์กลางของชุมชนเมือง ทั้งทางด้านสังคม เศรษฐกิจ และวัฒนธรรมเมือง แต่เนื่องบริเวณดังกล่าวอยู่ในบริเวณที่ใกล้กับพื้นที่ของวังสระปทุมและวัดปทุมวนารามราชวรวิหาร ซึ่งเป็นพื้นที่ที่มีคุณค่าและความสําคัญทั้งในด้านประวัติศาสตร์และวัฒนธรรมสืบเนื่องมาแต่ครั้งอดีต จึงทําให้โครงการโรงแรมเซ็นทรัลเวิลด์ส่งผลกระทบต่อพื้นที่บริเวณโดยรอบโครงการเป็นอย่างมาก โดยเฉพาะผลกระทบทางสายตาต่อ ภูมิทัศน์ชุมชนเมืองในบริเวณดังกล่าว ดังนั้นการประเมินผลกระทบสิ่งแวดล้อมด้านสุนทรียภาพทางสายตาจึงเป็นวิธีการหนึ่งในการศึกษาและวิเคราะห์ผลกระทบของโครงการต่อภูมิทัศน์หรือทัศนียภาพของสภาพแวดล้อมโดยรอบและนําเสนอ มาตรการป้องกันและแก้ไขผลกระทบรวมทั้งมาตรการติดตามตรวจสอบที่เหมาะสม

        ขั้นตอนในการประเมินผลกระทบทางสายตาของโครงการ 6 ขั้นตอน คือ ศึกษาข้อมูลพื้นฐาน สํารวจภาคสนามเบื้องต้น กําหนดภาพตัวแทน สร้างแบบจําลองเพื่อวิเคราะห์และประเมินผลกระทบสิ่งแวดล้อมด้านสุนทรียภาพทางสายตา ประเมินผลกระทบสิ่งแวดล้อมด้านสุนทรียภาพทางสายตาของโครงการที่มีต่อภูมิทัศน์โดยรอบและเสนอแนะแนวทางในการลดผลกระทบสิ่งแวดล้อมด้านสุนทรียภาพทางสายตา

       ผลการประเมินผลสรุปว่า โครงการโรงแรมเซ็นทรัลเวิลด์สามารถมองเห็นได้จากหลายบริเวณ ได้แก่ ในบางช่วงของถนนสําคัญหลายสายที่เป็นบริเวณพื้นที่เปิด รวมทั้งเส้นทางคมนาคมอื่นๆ ในพื้นที่เปิดโล่งขนาดใหญ่ และสามารถเห็นได้ชัดเจนในพื้นที่โดยรอบใกล้ที่ตั้งโครงการ โดยในแต่ละบริเวณนั้นมีรายละเอียดในการมองเห็นและผลกระทบทางสายตาต่อภูมิทัศน์ชุมชนเมืองในระดับที่แตกต่างกันออกไป

 

Visual Impact Assessment of High-rise Building in Urban Landscape: A Case Study of the Central World Hotel Project 

        The Central World Hotel Project located in the center of Bangkok on Rama I Road at Rajprasong Intersection, is a 48 storied building of approximately 18,000 square meters. The location is a prime area for social, economic and urban cultural activities. In addition, the site is next to the important Wat Pathumwanaram Rajaworavihara temple that is full of historical and cultural values. As a consequence, this project has caused effects on its Surroundings, especially its visual impact on the urban landscape. Therefore, Visual Impact Assessment is a means of assessment that analyzes and evaluates the impact of the project on the landscape and suggests suitable methods to efficiently reduce the negative effects on the environment.

        The methodology was divided into 6 steps: studying fundamental information, surveying the site and its surrounding, identifying representative images, making simulation models of completed building in its environment, evaluating the impact on the project's contextual setting and suggesting appropriate strategies for solving visual pollution problems in the urban landscape.

        The study concluded that the Central World Hotel Project could be seen from various places, such as where there are open spaces along the many main roads; for example: Pahonyotin Road, Rama Road and Petchaburi Road. It can also be seen from other visual points including BTS skytrain line, San Sap Canal, and large open spaces in Bangkok and surrounding areas. The visual impact on each area varies at different levels and details.
