รูปแบบการพัฒนาสมรรถนะผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัจจัยที่ส่งผลต่อสมรรถนะผู้นำท้องถิ่น ในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร  2) วิเคราะห์รูปแบบการพัฒนาสมรรถนะผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร  3) สร้างรูปแบบและยืนยันรูปแบบการพัฒนาสมรรถนะผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร ประชากรกลุ่มตัวอย่าง คือ ผู้นำท้องถิ่นจำนวน 229 คน  คัดเลือกแบบเจาะจง เครื่องมือที่ใช้คือ แบบสอบถาม  และแบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วยค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และ AMOS ผลการวิจัยพบว่า  1. ปัจจัยที่ส่งผลต่อสมรรถนะผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร  คือ  ปัจจัยพื้นฐาน ปัจจัยขับเคลื่อน  และปัจจัยการทำงาน   2. สมรรถนะของผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร คือ  1.1 สมรรถนะหลัก 1.2) สมรรถนะในตำแหน่งหน้าที่ 1.3) สมรรถนะส่วนบุคคล 1.4) สมรรถนะทางเทคนิควิธี เรียงจากค่าน้ำหนักมากไปหาน้อยได้แก่  ด้านการพัฒนาศักยภาพคน  ด้านการมองภาพองค์กรรวม   ด้านการเข้าใจผู้อื่น  และด้านการคิดวิเคราะห์  3. รูปแบบการพัฒนาสมรรถนะของผู้นำท้องถิ่นในเขตพัฒนาเศรษฐกิจพิเศษมุกดาหาร ประกอบด้วย  3 ปัจจัย  4 สมรรถนะ 69 ตัวบ่งชี้ ยืนยันโดยการสมการโครงการ (Structural Equation Modeling : SEM) และการวิเคราะห์องค์ประกอบเชิงยืนยันโมเดล โดย AMOS (Analysis of Moment Structures) อยู่ในระดับดี

A Model for Development of Local Leadership Competencies in Mukdahan Special Economic Area 

         This research aims to 1) Study factors effecting a model for local leader competencies in Mukdahan special Economic Area. 2) Analyze a model for local leader competencies developed in Mukdahan special Economic Area.  3) Create and confirm a model for local leader competencies in Mukdahan special Economic Area The sample are 229 people. The instrument used for data collection was a questionnaire and intervie guide by purposive selection. The statistics used for data analysis were a percentage, an aurage, and a standard deviation and AMOS.  The results showed that  1. The factor effect to competencies of local leader competencies in Mukdahan special Economic Area; are 1 the Baxic Factor consist   2. Motivation Success 3.and Learning Continuation. Working Factor consist indicators of 4 aspects arrange in order by maximum to minimum such as 1) Strategy Aptitude  2) Connection Network 3) Good Service 4. Teamwork, 2) Competencies of leader in Mukdahan special Economic Area has 4 competencies that following; Core competency consists of 4 aspects arranges in order by maximum to minimum are 2.1) Morality and ethic 2.2) Expert of career 2.3) Achievement .4) Thinking Management, Position Competency consists of 4 aspects arranges in order by maximum to minimum such as 1. Planning 2.Control Working 3. Organization Management  4. Leadership, Personal Competency consists of 3 aspects arranges in order by maximum to minimum such as 1. Evaluate Operation 2. Reward and Wages 3. Career Advancement and Technical Competency consists of 4 aspects arranges in order by maximum to minimum such as 1. Human Development 2.overall organization 3. Understanding Other 4.Analysis. 3) A model for local leader competencies developed in Mukdahan special Economic Area   consists of3 factors and 4 competencies 69 indicators to confirmatory Structural Equation Modeling : SEM) and analyze Confirmatory factor analysis by AMOS (Analysis of Moment Structures) in good level.
