Abstract

โมเดลการพัฒนาแบบวิถีตะวันออก เป็นการนำเสนอจุดเริ่มต้น พัฒนาการและการประยุกต์ใช้องค์ความรู้ด้านการพัฒนาประเทศของ 3 ประเทศในซีกโลกตะวันออก ประกอบด้วย ประเทศญี่ปุ่น เกาหลีใต้และจีน ทั้งสามประเทศประสบความสำเร็จในการพัฒนาประเทศทั้งในแง่ของตัวเลขที่สะท้อนการพัฒนาทางเศรษฐกิจและคุณภาพชีวิตของประชาชนซึ่งวิถีการพัฒนาดังกล่าวแตกต่างจากรูปแบบการพัฒนาตามแนวคิดการทำให้ทันสมัยอย่างตะวันตก (Modernization) ที่มุ่งเน้นใช้ทุนในการสร้างความเติบโตให้กับเศรษฐกิจของประเทศ

จุดร่วมสำคัญของการพัฒนาแบบวิถีตะวันออก คือการให้ความสำคัญกับ “คน” ด้วยการเน้นพัฒนาคุณภาพชีวิตของประชาชนในประเทศทั้งด้านการศึกษา การสาธารณสุข สวัสดิการสังคมและในด้านอื่นๆ ส่วนรูปแบบเฉพาะของแต่ละประเทศมีดังนี้ (1) ประเทศญี่ปุ่น มีการใช้ทรัพยากรมนุษย์ที่มีคุณภาพและงบประมาณที่มีอยู่ในการพัฒนาประเทศอย่างเต็มที่ มีการปฏิรูปที่ดินจากนายทุนเจ้าของที่ดินสู่มือเกษตรกร มีการพัฒนาประสิทธิภาพการผลิตและการเพิ่มผลผลิตจนทำให้เกษตรกรมีรายได้สูง รวมทั้งการพัฒนาอุตสาหกรรมสำคัญสู่อุตสาหกรรมชั้นนำของโลก (2) ประเทศเกาหลีใต้พัฒนาประเทศด้วยแนวคิด “แซมาอึล อุนดง” หรือขบวนการสร้างหมู่บ้านใหม่ ด้วยการปลูกฝังจิตวิญญาณ 3 ประการประกอบด้วย ความขยันหมั่นเพียร การพึ่งพาตนเอง และความร่วมมือให้แก่ประชาชน จากนั้นประชาชนจะเป็นฝ่ายริเริ่ม และดำเนินการการพัฒนาทั้งหมด รัฐบาลทำหน้าที่เพียงให้การสนับสนุนและให้ความช่วยเหลือทางวิชาการ (3) ประเทศจีน มีการพัฒนาด้านการเกษตรด้วยเทคนิคการใช้พื้นที่ต่อไร่แบบเข้มข้น (Intensive cultivation) เพื่อเพิ่มผลผลิตและรายได้ให้แก่เกษตรกร มีการพัฒนาโครงสร้างพื้นฐานทางเศรษฐกิจ ปรับปรุงกฎหมายด้านการลงทุนให้ทันสมัยและนำเอามาตรการสร้างแรงจูงใจมาใช้ เพื่อดึงดูดการลงทุนและเทคโนโลยีสมัยใหม่จากต่างประเทศอย่างจริงจัง รวมทั้งการสนับสนุนให้หน่วยงานทั้งภาครัฐและเอกชนพัฒนาต่อยอดเทคโนโลยีที่นำเข้ามาสู่เทคโนโลยีสมัยใหม่หรือเทคโนโลยีขั้นสูง

 

Eastern Style Development Model :The Beginning, Development, and Application

This Eastern style development model was designed to present the beginning, the development, and the application of knowledge in the development of the countries in the Eastern hemisphere, which are Japan, South Korea, and China. They all succeeded in developing both in terms of numbers that reflect the economic development and the quality of life in the country. The way of development is different from the modernization idea that focuses on the use of the capital to create the national economic growth.

The main idea of Eastern style development is to focus on the “people” and emphasize them on improving their quality of life in the way of education, public health, social welfare, and so forth. The particular models of development of each country are as follows:

(1) Japan practices the use of quality human resources, and their available budget is used with fully care to develop the country. Japan’s reformed the land from capitalist owners to be in the hands of farmers. The development of productivity efficiency results the high income to the farmers. Thus, Japan is also ranked as the World industrial leader.

(2) South Korea has been developed under the concept called “ Saemaul Undong “, means the process of new village creation. The method is to foster the 3 aspects of consciousness to the public; the diligence, self - reliance , and cooperation, and then let the people initiate the operation and manage the entire development. The government serves only to support and provide technical assistance. The development on the concepts resulted in the similarity of people’s income in both rural and urban areas .

(3) China has performed the agriculture development with intensive cultivation techniques to increase productivity and income for farmers. There were also developments of economic infrastructure, law on investment updates, and incentive measures implementation. These were done to very seriously attract investment and technology from abroad. Supports were provided to both public and private agencies in the development of new or advanced technologies. The successful result of the economic development has made China the world’s second largest with the largest reserves.
