การพัฒนาการบริหารจัดการของกลุ่มแปรรูปผ้าฝ้ายมัดย้อมบ้านสงเปลือย ตำบลไฮหย่อง อำเภอพังโคน จังหวัดสกลนคร

Abstract

บทคัดย่อ

            การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อ  1) ศึกษารูปแบบที่เหมาะสมในการพัฒนา กลุ่มแปรรูปผ้าฝ้ายมัดย้อมบ้านสงเปลือย ตำบลไฮหย่อง อำเภอพังโคน จังหวัดสกลนคร  และ  2) ศึกษาปัจจัยที่มีผลต่อการสร้างทีมงานกลุ่มแปรรูปผ้าฝ้ายมัดย้อมบ้านสงเปลือย เป็นการวิจัยแบบมีส่วนร่วม (Participatory Research : PR)การดำเนินการวิจัย แบ่งเป็น 3 ขั้นตอน ได้แก่ 1) ศึกษาสถานการณ์กลุ่มแปรรูปผ้าฝ้ายมัดย้อม 2) ศึกษากระบวนการจัดทำแผนพัฒนาและการดำเนินการตามแผนของกลุ่ม  และ 3) สรุปบทเรียน กลุ่มเป้าหมายที่ทำการศึกษาวิจัยครั้งนี้ คือ กลุ่มแปรรูปผ้าฝ้ายมัดย้อมบ้านสงเปลือย ตำบลไฮหย่อง อำเภอพังโคน จังหวัดสกลนคร รวมทั้งสิ้น 57 คน ได้มาโดยวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ ในการเก็บข้อมูล ได้แก่ แบบสัมภาษณ์ และแบบสนทนากลุ่ม โดยให้ผู้เชี่ยวชาญตรวจสอบความถูกต้องและประเมินเครื่องมือวิจัย ได้ค่าดัชนีความสอดคล้อง (IOC) เท่ากับบวกหนึ่ง วิเคราะห์ข้อมูลโดย ใช้การพรรณนาวิเคราะห์เนื้อหา

            ผลการวิจัย สรุปได้ดังนี้

                 1. ผลการศึกษารูปแบบที่เหมาะสมในการพัฒนากลุ่มแปรรูปผ้าฝ้ายมัดย้อม บ้านสงเปลือย ตำบลไฮหย่อง อำเภอพังโคน จังหวัดสกลนคร พบว่า กลุ่มแปรรูปผ้าฝ้าย มัดย้อมบ้านสงเปลือย  มีการบริหารจัดการในลักษณะของวิสาหกิจและสหกรณ์ ประกอบด้วย สมาชิก  คณะกรรมการ  การประชุมวางแผนเขียนโครงการขอรับงบประมาณสนับสนุนจากหน่วยงานที่เกี่ยวข้อง  การระดมทุน  ระเบียบกฎเกณฑ์กติกาเป็นแนวทางในการปฏิบัติ  ระบบบัญชีที่โปร่งใส การปันผลประโยชน์คืนให้แก่สมาชิก และการร่วมกิจกรรมสาธารณประโยชน์ต่างๆ  ซึ่งการดำเนินงานและการพัฒนากลุ่ม ใช้กระบวนการมีส่วนร่วม 

                 2. ผลการศึกษาปัจจัยที่มีผลต่อการสร้างทีมงานของกลุ่มแปรรูปผ้าฝ้ายมัดย้อมบ้านสงเปลือย  ได้แก่ 1) กระบวนการมีส่วนร่วมของสมาชิกในการดำเนินกิจกรรมต่างๆ  2) ความสามารถในด้านการตลาด โดยเฉพาะความสามารถในการเข้าร่วมงานจำหน่ายสินค้าได้ทุกระดับ ได้แก่ งานระดับประเทศ ระดับจังหวัด ระดับอำเภอ ระดับตำบล หมู่บ้าน และงานเทศกาลต่างๆ ที่มีหน่วยงานภาครัฐและภาคเอกชน เป็นเจ้าภาพ ในการจัดงาน 3) ประธานกลุ่ม และคณะกรรมการ มีภาวะผู้นำที่เข้มแข็ง  4) ความมีคุณธรรมจริยธรรม เอื้ออาทรกันระหว่างสมาชิกในกลุ่ม  5) การสนับสนุนทางด้านวิชาการและงบประมาณจากหน่วยงานภาครัฐอย่างต่อเนื่อง 

Abstract

            The objectives of this study were: 1) to investigate an appropriate model of development of the Tie-Dyed Cotton Cloth Processing Group in Song Pluai village, Hai Yong sub-district, PhangKhon district, Sakon Nakhon province, and 2) to examine the factors that influenced team work building of the Tie-Dyed Cotton Cloth Processing Group in Song Pluai village, Hai Yong sub-district, PhangKhon district, Sakon Nakhon province for creating the process of developing management of the Group to become strong.  The study procedure comprised 3 steps: 1) investigating the situations in the Tie-Dyed Cotton Cloth Processing Group, 2) examining the Group’s development planning process and their operation following the Group development plans, and 3) concluding the lessons learned and body of knowledge.  The target of this study was the Tie-Dyed Cotton Cloth Processing Group of 57 people in Song Pluai village, Hai Yong sub-district, PhangKhon district, Sakon Nakhon province selected by purposive sampling.  The tools used to collect data were an interview guide and a focus group discussion guide.  The IOC according to the experts’ check of validity of the tool and their assessment had the value of 1.0.  Data was analyzed based on content analysis.

            The findings of study can be concluded as follows:

                 1. The results of investigating an appropriate model of development of the Tie-Dyed Cotton Cloth Processing Group in Song Pluai village, Hai Yong sub-district, PhanKhon district, Sakon Nakhon province showed that the Tie-Dyed Cotton Cloth Processing Group in Song Pluai village had their management in the type of enterprise and cooperative.  There were members and committee and a meeting to listen to opinions.  There were participatory planning, writing a project to get support from the work units concerned, raising fund, rules and regulations as a way of practice, transparent accounting system, paying a dividend to the members and participation in activities for the public benefit.  The management and development of the group employed participatory process.

                      2. The results of examining the factors that influenced team work building of the Tie-Dyed Cotton Cloth Processing Group in Song Pluai village were as follows: 1) participatory process among the members in doing activities, 2) ability of marketing especially that in participation in selling products at all levels – national, provincial, district, sub-district and village and that in participation in festival fairs which were hosted by the government and private sectors, 3) strong leadership of the chair of the Group and of the committee, 4) morality, integrity, and caring among the members of the Group, and 5) academic and budget supports gotten from government work units continuously.
