This research aimed to examine the opinion level of school administrators towards the 15 years fee-free as educational quality policy in Nakhon Si Thammarat Primary Educational Service Area Office 4, and to propose the policy suggestion towards the 15 years fee-free as educational quality policy. The population was 142 school administrators in Nakhon Si Thammarat Primary Educational Service Area Office 4. The research instrumentation was a questionnaire which separated into 3 aspects. The quantitative data were analyzed by percentile, mean and standard deviation. The qualitative data was analyzed by content analysis.


The research results revealed that:



  1. As whole as, the opinion level of school administrators towards the 15



years fee-free as educational quality policy in Nakhon Si Thammarat Primary Educational Service Area Office 4 was at the high level. Then, the results analyzed in aspects found that the major issue was educational materials, the minor issues were student’s uniform, text book, and students’ quality educational development, respectively.


 



  1. The policy suggested that  the 15 years fee-free as educational quality



policy found that the problems and obstacles for conduction as follow as: purchasing system, quality of text book and student’s uniform. The finding could be promoted the procedural knowledge and the insufficient budget as well as.
