ประสิทธิผลการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ศูนย์อาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม อำเภอบ้านแพง จังหวัดนครพนม

Abstract

บทคัดย่อ

                 การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม อำเภอบ้านแพง จังหวัดนครพนม                   กลุ่มตัวอย่างที่ใช้ในการวิจัย เป็นประชาชนที่อาศัยในเขตองค์การบริหารส่วนตำบลไผ่ล้อม จำนวน 360 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ได้ค่าความเชื่อมั่นทั้งฉบับ เท่ากับ .97 และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว

                 ผลการวิจัยพบว่า

                 1. ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหาร   ส่วนตำบลไผ่ล้อม อำเภอบ้านแพง จังหวัดนครพนม ในภาพรวม อยู่ในระดับมากทุกด้าน (= 3.83)เมื่อพิจารณารายด้าน พบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านการป้องกันและบรรเทาภัย และ             ด้านปฏิบัติการกู้ชีพกู้ภัย (= 3.87) อยู่ในระดับมาก รองลงมาคือ ด้านสงเคราะห์ผู้ประสบภัย              (= 3.79) อยู่ในระดับมาก ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านรักษาความสงบเรียบร้อย   (= 3.78) อยู่ในระดับมาก

                 2. ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหาร         ส่วนตำบลไผ่ล้อม อำเภอบ้านแพง จังหวัดนครพนม ตามคุณลักษณะส่วนบุคคล สามารถสรุปผลได้ดังนี้

                      2.1 จำแนกตามคุณลักษณะด้านเพศ และอายุ พบว่า ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม  ในภาพรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

                      2.2 จำแนกตามคุณลักษณะด้านระดับการศึกษา พบว่า ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม  ในภาพรวมและรายด้าน   ไม่แตกต่างกัน

                      2.3 จำแนกตามคุณลักษณะด้านหมู่บ้านที่อยู่อาศัย พบว่า ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม  ในภาพรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 

                 3. ประสิทธิผลในการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม ที่ควรนำไปศึกษาหาแนวทางการพัฒนาการปฏิบัติงานของอาสาสมัครป้องกันภัยฝ่ายพลเรือนองค์การบริหารส่วนตำบลไผ่ล้อม มีจำนวน 2 ด้าน คือ   1) ด้านรักษาความสงบเรียบร้อย และ 2) ด้านสงเคราะห์ผู้ประสบภัย

ABSTRACT

                 The purpose of this study was to investigate performance effectiveness of civil defense volunteers in the Phai Lom Sub-district Administration Organization, Ban Phaeng district, NakhonPhanom province. A sample used in study was 360 people who resided in the Phai Lom Sub-district Administration Organization area. The instrument used in data collection was a questionnaire which had an entire reliability coefficient of .97; and the statistics used in data analysis were frequency, percentage, mean, standard deviation, t-test, and one-way ANOVA.

Findings of the study were as follows:

1. Performance effectiveness of civil defense volunteers in the Phai Lom

Sub-district Administration Organization, Ban Phaeng district, Nakhon Phanom province as a whole was at high level (mean = 3.83). Considering it by aspect, the aspects that gained the highest mean score were of ‘prevention and mitigation’ and of ‘rescue and resuscitation operations’ (mean = 3.87) which were at high level, followed  by the aspect of ‘disaster relief’ (mean = 3.79) which was at high level. The aspect that gained the lowest mean score was of ‘keeping peace and order’ (mean = 3.78) which was at high level.

2.Performance effectiveness of civil defense volunteers in the Phai Lom

Sub-district Administration Organization, Ban Phaeng district, Nakhon Phanom province according to the personal background can be concluded as follows.

 2.1As classified by sex and age, it showed that performance

effectiveness of civil defense volunteers in the Phai Lom Sub-district Administration Organization as a whole and each aspect was found significantly different at the .05 level.

2.2     As classified by educational attainment, it showed that

performance effectiveness of civil defense volunteers in the Phai Lom Sub-district Administration Organization as a whole and each aspect was found not different.

2.3    As classified by residential area, it showed that

performanceeffectiveness of civil defense volunteers in the Phai Lom Sub-district Administration Organization as a whole and each aspect was found significantly different at the .01 level.

1. Performance effectiveness of civil defense volunteers in the Phai Lom

Sub-district Administration Organization which should be brought to study to find a way to the development of work performance of civil defense volunteers in the Phai Lom Sub-district Administration Organization covers 2 aspects: 1) the aspect of keeping peace and order, and 2) the aspect of relieving the victims.
