ข้อสังเกตจากการศึกษาเรื่องปรากฏการณ์ของพื้นที่สาธารณะในหมู่บ้านคีรีวง จังหวัดนครศรีธรรมราช

Abstract

            บทความนี้มุ่งทำความเข้าใจและอธิบายปรากฏการณ์การใช้ “พื้นที่สาธารณะในหมู่บ้านไทย” ในประเด็นที่เกี่ยวข้องกับ บทบาท หน้าที่ และความหมายของพื้นที่สาธารณะในหมู่บ้านไทย รวมทั้งปรากฏการณ์ทางสังคมที่สัมพันธ์กับการใช้พื้นที่สาธารณะผ่านการมีปฏิสัมพันธ์ต่อกันทั้งในระดับบุคคล ครอบครัว หมู่บ้าน และพื้นที่ปฏิสัมพันธ์กับคนภายนอกชุมชน โดยข้อมูลจากงานวิจัยนี้ได้มาจากการสังเกตการณ์แบบมีส่วนร่วมของผู้วิจัย ณ หมู่บ้านคีรีวงในช่วงเดือนมิถุนายนถึงเดือนตุลาคม ปี พ.ศ.2559 เพื่อค้นหาว่าพื้นที่สาธารณะในหมู่บ้านที่คนส่วนใหญ่ใช้ประโยชน์มีลักษณะอย่างไรและมีความสัมพันธ์อย่างไรต่อระบบสังคมของคนในชุมชน


            ผลการศึกษาชี้ให้เห็นว่า (1) กระบวนการเกิดพื้นที่สาธารณะในหมู่บ้านมักเกิดจากความจำเป็นในการแก้ปัญหาร่วมกันของชาวบ้านโดยส่วนใหญ่มุ่งเน้นวัตถุประสงค์ด้านการทำมาหากิน การใช้ชีวิต และสังคม (2) ในทัศนะของชาวบ้านพื้นที่สาธารณะมีการจัดลำดับความสำคัญที่ต่างกันตามค่านิยม เช่น ความเชื่อทางศาสนา และจำนวนสมาชิกที่ร่วมใช้พื้นที่นั้นๆ (3) การเป็นสมาชิกร่วมในพื้นที่สาธารณะมีการปรับเปลี่ยนบทบาทตามทางเลือกที่สมาชิกสามารถเลือกได้ ตามความถนัด หรือตามสิทธิ์ที่ร่วมสร้างพื้นที่นั้นๆ (4) การสร้างพื้นที่สาธารณะและกฎกติกาการเข้าใช้พื้นที่นั้นๆ สามารถเป็นกลไกในการแก้ไขปัญหาของสมาชิกและหมู่บ้านผ่านกระบวนการประชาสังคมในระดับต่างๆ อนึ่ง ความเข้าใจเชิงลึกอย่างเป็นองค์รวมของบทบาท หน้าที่ และความหมายของพื้นที่สาธารณะที่ได้เรียนรู้จากกรณีศึกษานี้ จะเป็นฐานของการพัฒนาองค์ความรู้เรื่องพื้นที่สาธารณะในสังคมไทยได้ต่อไป


 


          This article aims to understand (read) and describe the phenomenon of uses in public space on the issues of roles, functions and meanings of public spaces in the Thai villages.  In addition, social phenomena related to the uses of public space developed through the interrelationships in personal, family, community and outsider levels are explained. The research data was collected through participatory observation in Kiriwong Village during June to October 2016. This research explores the characteristics of public spaces which are commonly used in the village, and how they have related to the community system.


             The results indicate that (1) the formation process of public spaces in the village is often due to the needs of villagers to solve problems focusing on their livelihood, living and society, (2) In villagers’ point of view, public spaces have various hierachical order according to people’s personal values such as religious beliefs and numbers of villagers sharing space, (3) the membership of public space can change according to people’s preference or mutual right earned from participation during the construction process, and (4) the emerging of public space and access rules can be used as a mechanism to solve problems of village and villagers through community participatory processes. Hence the deeper understanding of the role, function and meanings of public spaces learnt from the case study would be ground knowledge for the theoretical establishment of public space in the Thai society.
