วัฒนธรรมองค์กรที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียนมัธยมศึกษาสังกัดสำนักงาน เขตพื้นที่การศึกษามัธยมศึกษา เขต 42 จังหวัดนครสวรรค์

Abstract

                 การวิจัยครั้งนี้เป็นการวิจัยเชิงสหสัมพันธ์(correlative research) มีวัตถุประสงค์เพื่อศึกษา (1) ระดับวัฒนธรรมองค์กรที่เกี่ยวข้องกับประสิทธิผลการบริหารโรงเรียนมัธยมศึกษา (2) ระดับประสิทธิผลของการบริหารโรงเรียนมัธยมศึกษา และ (3) วัฒนธรรมองค์กรที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 42 จังหวัดนครสวรรค์  ผู้วิจัยใช้แบบสอบถามที่สร้างและพัฒนาขึ้นเอง มีความเที่ยงตรงเป็นรายข้อตั้งแต่ 0.67 – 1.00 และมีค่าความเชื่อมั่น 0.92 เก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นโรงเรียนมัธยมศึกษา เขต 42 จังหวัดนครสวรรค์  จำนวน 36 โรงเรียน โดยมีผู้ให้ข้อมูลเป็นผู้บริหาร และครู โรงเรียนละ 6 คน รวม 216 คน ได้รับแบบสอบถามที่สมบูรณ์กลับคืน 216 ฉบับคิดเป็นร้อยละ 100 วิเคราะห์ข้อมูลด้วยสถิติที่เป็น ความถี่ (Frequency) ร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และการถดถอยพหุคูณแบบขั้นตอน  (Stepwise Multiple Regression Analysis) ผลการวิจัยพบว่า (1) วัฒนธรรมองค์กรที่เกี่ยวข้องกับประสิทธิผลการบริหารโรงเรียนมัธยมศึกษา โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายแบบ พบว่าวัฒนธรรมแบบราชการอยู่ในระดับมากที่สุด ส่วนแบบอื่น ๆ อยู่ในระดับปานกลางทุกแบบ โดยวัฒนธรรมแบบราชการมีค่าเฉลี่ยสูงที่สุด ส่วนวัฒนธรรมแบบผู้ประกอบการมีค่าเฉลี่ยต่ำที่สุด (2) ระดับประสิทธิผลของการบริหารโรงเรียนมัธยมศึกษา โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายข้อ พบว่าส่วนใหญ่ อยู่ในระดับปานกลาง ยกเว้นเรื่องโรงเรียนสนับสนุนในเรื่องเวลาเรียน การจัดกิจกรรมด้านวิชาการ คุณธรรม จริยธรรมทั้งภายในและภายนอกสถานศึกษา ที่อยู่ในระดับมาก (3) วัฒนธรรมองค์กรที่ส่งผลต่อประสิทธิผลการบริหารโรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 42 จังหวัดนครสวรรค์ได้แก่ วัฒนธรรมองค์กรแบบผู้ประกอบการ (X₁)  และวัฒนธรรมองค์กรแบบเครือญาติ (X₃)  ตามลำดับ โดยมีอำนาจการพยากรณ์ร้อยละ 35.00 และมีความคลาดเคลื่อนมาตรฐานของการพยากรณ์ 0.377 สมการพยากรณ์ หรือสมการถดถอย ประกอบด้วย (3.1) สมการถดถอยในรูปคะแนนดิบ

                ได้แก่ Y = 1.676 + 0.279 X₁  + 0.238 X₃  (3.2) สมการถดถอยในรูปคะแนนมาตรฐาน ได้แก่ Z =  0. 325 Z₁     + 0. 317 Z₃ 

          The objectives of this correlative research were to study (1) the organizational culture related to secondary school administration’s effectiveness, (2) the level of secondary school administration’s effectiveness, and (3) the organizational culture affecting secondary school administration’s effectiveness under the Secondary Educational Service Area Office 42, Nakhonsawan province.  A self- administrated questionnaire which had itemized content validity range from 0.67-1.00 and a reliability of 0.92 was used to collect data from the sample of 36 secondary schools, 216 administrator and teacher respondents with 216 completed returning (100 percentages). The data was analyzed by frequency, percentage, mean, standard deviation and stepwise multiple regression analysis. The research finding revealed that: (1) the organizational culture related to secondary school administration’s effectiveness in  overall was  at  the  high level. The bureaucratic culture was  at  the  highest level and the others were  at  the  moderate level. And also the bureaucratic culture had a highest mean score, whereas the entrepreneurial culture had a lowest mean score comparing with the other style. (2) the level of secondary school administration’s effectiveness in  overall was  at  the  moderate level.  Most of the items were at the moderate level except the item of schools supporting in learning time, external and internal school arrangement of academic, morale and ethic activity were at the high level. (3) the organizational culture affecting secondary school administration’s effectiveness under the Secondary Educational Service Area Office 42, Nakhonsawan province were entrepreneurial culture (X₁), and clan culture (X₃)   respectively which the predictive power was 35.00 % and standard error of estimate was 0.377.
