แผนดำเนินงานส่งเสริมการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารงานวิชาการเพื่อพัฒนาคุณภาพการศึกษาโรงเรียนมัธยมศึกษา กลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่

Abstract

               การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาสภาพการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารงานวิชาการเพื่อพัฒนาคุณภาพการศึกษาของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่ 2) เพื่อศึกษาปัจจัยที่ส่งเสริมการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารงานวิชาการของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่ 3) เพื่อจัดทำและตรวจสอบแผนดำเนินงานส่งเสริมการมีส่วนร่วมของคณะกรรมการสถานศึกษาขั้นพื้นฐานในการบริหารงานวิชาการเพื่อพัฒนาคุณภาพการศึกษาของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่  วิธีการดำเนินการศึกษา มี 3 ขั้นตอน ได้แก่ 1) ศึกษาสภาพการมีส่วนร่วมในการบริหารงานวิชาการเพื่อพัฒนาคุณภาพการศึกษาของ

                  คณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่  และศึกษาปัจจัยที่ส่งเสริมการมีส่วนร่วมในการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่  จำนวน 6 โรงเรียน จำนวน 48 คน โดยใช้สถิติในการวิเคราะห์ได้แก่ ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และ2) จัดทำและตรวจสอบแผนดำเนินงานส่งเสริมการมีส่วนร่วมในการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่ 

ผลวิจัยพบว่า

1. ระดับการมีส่วนร่วมในการบริหารงานวิชาการทั้ง 4 ด้านของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาแต่ละด้านพบว่าระดับการมีส่วนร่วมในการบริหารงานวิชาการ 4 ด้าน ลำดับที่ 1 คือ ด้านการจัดการเรียนรู้ รองลงมา คือ ด้านการนิเทศการศึกษา และลำดับที่ 3 คือ ด้านการวัดผลและประเมินผล และในส่วนของการมีส่วนร่วมในการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่ โดยภาพรวมอยู่ในระดับมาก และเมื่อพิจารณารายละเอียดแต่ละด้าน พบว่า การมีส่วนร่วมในการร่วมปฏิบัติ รองลงมา คือ การมีส่วนร่วมในการร่วมตัดสินใจและการมีส่วนร่วมในการร่วมติดตามและประเมินผล


2. ปัจจัยที่ส่งเสริมการมีส่วนร่วมในการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่  โดยรวมอยู่ในระดับ มากที่สุด เมื่อพิจารณาเป็นรายปัจจัยและเรียงลำดับจากมากไปหาน้อย คือ 1) ปัจจัยเกี่ยวกับโรงเรียน  2) ปัจจัยเกี่ยวกับชุมชน 3) ปัจจัยเกี่ยวกับสภาพแวดล้อม


3. แผนดำเนินงานส่งเสริมการมีส่วนร่วมในการบริหารงานวิชาการของคณะกรรมการสถานศึกษาขั้นพื้นฐานของโรงเรียนมัธยมศึกษากลุ่มดอยอินทนนท์ จังหวัดเชียงใหม่  ที่จัดทำขึ้นประกอบด้วย 1.หลักการ 2. จุดมุ่งหมาย 3. วิธีการดำเนินงาน 4. แนวปฏิบัติและปัจจัยที่ส่งเสริม 5. การประเมินผลความสำเร็จ 6. วิธีการดำเนินงาน


4. ผลตรวจสอบประสิทธิภาพของแผนปฏิบัติการเสริมสร้างความผูกพันต่อองค์กรของครูโรงเรียนเอกชน อำเภอเมือง จังหวัดเชียงใหม่ พบว่า แผนปฏิบัติการ มีความเหมาะสม ความเป็นไปได้ ความถูกต้อง และความเป็นประโยชน์เมื่อนำไปปฏิบัติจริง

         The research objectives were firstly 1) to study the participation of the Basic Education Committee in the Academic Administration toward Educational Development for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province, 2) to study the factors that promote the participation of the Basic Education Committee in the Academic Administration toward Educational Development for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province, and 3) to create and examine the action plan that promote the participation of the Basic Education Committee in the Academic Administration toward Educational Development for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province. There were three steps of this study as follows: 1) to study the participation of the Basic Education Committee in the Academic Administration toward Educational Development for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province and to study the factors that promote the participation in the Academic Administration. The samples were 48 Basic Education Committee for 6 Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province, , and 2) to create and examine the action plan that promote the participation in the Academic Administration of the Basic Education Committee for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province.

The research result has been found that

1. The participation in 4 aspects of the Academic Administration performed by the Basic Education Committee for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province was overall at a high level. When considering each aspect of 4 aspects of the participation in the Academic Administration, it showed that the most-participated aspect was Learning Management followed by Educational Supervision and Measurement and Evaluation respectively. Moreover, the participation in the Academic Administration of the Basic Education Committee for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province was overall at a high level. When considering each aspect, it showed that the aspect came first was the Participation in Cooperation followed by the Participation in Decision Making and the Participation in Monitoring and Evaluation.


2. Factors that promote the participation in the Academic Administration of the Basic Education Committee for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province were overall at the highest level. When considering each factor and sequencing from the most to the least were 1) schools 2) community and 3) environment.


3. The arranged action plan that promote the participation in the Academic Administration of the Basic Education Committee for Secondary Schools in Doi Inthanon Cluster, Chiang Mai Province consists of 1) principle 2) objectives 3) operating methods 4) practices and promoting factors 5) evaluation of success and 6) time schedule including number in order, date, month, year and a person in charge.


4. The result of examining the efficiency of action plan to promote relationship toward organization of private schools teachers in Mueang District, Chiang Mai Province stated that the action plan was appropriate, feasibility, accurate and utility for the actual practice.
