สาเหตุของการลดลงของพื้นที่ผลิตผักในเขตทวีวัฒนา กรุงเทพมหานคร (Causes of Vegetable Production Areas Reduction in Thawi Watthana District, Bangkok Metropolitan Administration)

Abstract

                    งานวิจัยนี้มีวัตถุประสงค์เพื่ออธิบายสาเหตุของการลดลงของพื้นที่ผลิตผักในเขตทวีวัฒนาระหว่างปี พ.ศ. 2519-2558 เก็บข้อมูล 2 ประเภทหลัก ๆ คือ 1) การเปลี่ยนแปลงทางกายภาพ เช่น พื้นที่สิ่งก่อสร้าง จากฝ่ายโยธา สำนักงานเขตทวีวัฒนา และเอกสารที่เกี่ยวข้อง 2) ข้อมูลปัจจัยสาเหตุความเปลี่ยนแปลง บทบาทและการดำเนินการของภาครัฐ ปัญหาอุปสรรคในการดำเนินงานด้านการผลิตผักในเขตฯ จากการสัมภาษณ์แบบกึ่งมีโครงสร้าง (Semi-structured interview) เจ้าหน้าที่ที่เกี่ยวข้องกับงานด้านการกระบวนการวางผังเมือง การบังคับใช้ผังเมืองและการบริหารจัดการด้านการเกษตร และเอกสารที่เกี่ยวข้อง ผลการวิจัยพบว่า 1) ในด้านนโยบาย ปัจจัยหลักที่มีผลต่อการลดลงของพื้นที่ผลิตผักในเขตทวีวัฒนาคือความไม่เข้าใจและไม่เห็นความสำคัญของพื้นที่เกษตรกรรมในเมืองและชานเมืองของผู้บริหารเมือง ทั้งในระดับกรุงเทพมหานครและระดับเขต ทำให้ไม่มีมาตรการป้องกันและสงวนรักษาพื้นที่เกษตรกรรมอย่างมีประสิทธิภาพ ตลอดจนการจำกัดบุคลากรที่ดูแลงานด้านเกษตรกรรมในเมืองโดยตรง 2) ปัจจัยด้านเศรษฐกิจเป็นปัจจัยหลักที่ทำให้เกิดการขยายตัวของเมืองโดยพื้นที่ก่อสร้างส่วนใหญ่คือโครงการที่พักอาศัย

                      This research aimed to explain factors that cause the reduction of vegetable production areas in Thawi Watthana district during 1976-2015.  Two groups of data were collected 1) physical changes such as built-up area expansion were collected from Civil Division, Thawi Watthana district and related documents 2) causes of physical changes, governmental roles and operations, and problems and obstacles were gathered by semi-structure interview key persons related to city planning, policy enforcement and agricultural management from government agencies and related documents. The findings showed that 1) Policy-oriented factor – city’s administrator’s lack of understanding and ignorance of the importance of urban and peri-urban agriculture, both at the Bangkok Metropolitan level and the district level, was the main cause that led to the lack of effective measures to preserve and promote agricultural areas 2) Economic factor is another key factor that caused the expansion of built-up area, which was mainly housing projects.
