Abstract

                 มุมมองของประชาชนต่อเหตุอาชญากรรมและแนวทางการป้องกันปราบปรามเหตุอาชญากรรมในเขตเศรษฐกิจพิเศษเมืองชายแดน อำเภอสะเดา จังหวัดสงขลาเป็นการศึกษาเพื่อพัฒนาสู่แนวทางการจัดการความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษเมืองชายแดนอำเภอสะเดา จังหวัดสงขลาให้มีความเหมาะสมต่อประชาชนและมีศักยภาพแก่บริบทของพื้นที่ ซึ่งระเบียบวิธีศึกษาวิจัย ประกอบด้วยการศึกษาเชิงปริมาณ ใช้การศึกษาเชิงสำรวจ (แบบสอบถาม จำนวน 390 ชุด สุ่มโดยใช้สมการการคำนวณหาขนาดกลุ่มตัวอย่างของ Taro Yamane ซึ่งใช้ระดับความเชื่อมั่นที่ 95%) ผลการศึกษาพบว่า ส่วนใหญ่เป็นเพศชาย อายุ 31 – 45 ปี ศาสนาพุทธ สมรสแล้ว รายได้รวมต่อเดือน 15,001 – 25,000 บาท มีมุมมองต่อสภาพปัญหาอาชญากรรมในพื้นที่เศรษฐกิจพิเศษฯว่า เหตุอาชญากรรมต่างๆแก้ไขได้ โดยอาศัยความร่วมมือของประชาชน แม้มีความกังวลใจในกระบวนการทำงานและคุณภาพเครื่องมือที่เจ้าหน้าที่ใช้งาน มองว่าการรักษาความมั่นคงปลอดภัยในเขตเศรษฐกิจพิเศษฯมีความเหมาะสมต่อสภาพปัญหา รวมถึงมีการจัดการสิ่งแวดล้อมในพื้นที่และการพัฒนาศักยภาพการทำงานของเจ้าหน้าที่เพื่อลดการก่อเหตุ และการศึกษาเชิงคุณภาพด้วยวิธีการสัมภาษณ์ผู้เชี่ยวชาญเฉพาะด้านจากหน่วยงานที่เกี่ยวข้องกับประเด็นความมั่นคงปลอดภัยในพื้นที่อำเภอสะเดา จังหวัดสงขลา จำนวน 7 ท่าน ได้กล่าวถึงแนวทางการจัดการความปลอดภัยฯว่า แนวทางที่ดีควรทำให้เกิดความเชื่อมั่นในศักยภาพและเหมาะสมต่อการใช้งาน ซึ่งการศึกษาดังกล่าวทำให้ทราบถึงปัญหาและข้อกังวลของประชาชน อันเป็นตัวช่วยในการกำหนดแนวทางเพื่อนำเสนอต่อหน่วยงานที่เกี่ยวข้องเพื่อนำไปทดลองใช้งานจริงในพื้นที่ต่อไป

Most of them are male aged 31-45 years. Buddhist marriage is the total income of 15,001-25,000 baht per month. There is a view on the state of crime in the special economic area. The crime is solved. By the co-operation of the people. There are concerns in the work process and the quality of the tools used by the staff. It seems that the security of the Special Economic Zone is appropriate for the problem. The Environmental management in the area and the development of staff capacity to reduce incidents. The study was conducted by a panel of seven experts from seven organizations dealing with security issues in Sadao District, Songkhla Province. A good approach should give confidence in the potential and suitability of the application. The study makes public aware of the problems and concerns of the people. This helps to set the guidelines to present to the relevant agencies for trial in the next area.
