การประเมินผลสัมฤทธิ์การใช้พระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 ต่อการแก้ปัญหาสังคมไทย (Evaluation of the achievement of the use of the Alcohol Control Act BE 2551 for the solution of Thai society)

Abstract

               งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาและประเมินผลสัมฤทธิ์การใช้พระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 ต่อการแก้ปัญหาสังคมไทย เพื่อศึกษาความร่วมมือของประชาชน เจ้าหน้าที่ผู้เกี่ยวข้อง กลุ่มร้านค้าตัวแทนจำหน่ายเครื่องดื่มแอลกอฮอล์ ต่อการใช้พระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 และเพื่อศึกษาแนวทางการเพิ่มประสิทธิภาพของการบังคับใช้ พระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 โดยได้ใช้วิธีการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์แบบเจาะลึกและการวิจัยเชิงปริมาณด้วยการใช้แบบสอบถามเพื่อการวิเคราะห์องค์ประกอบเชิงยืนยันเพื่อดูความสอดคล้องของผลการวิจัย ทั้งสองวิธี ซึ่งผลการวิจัยพบว่าผลสัมฤทธิ์การใช้พระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 ด้านการใช้กฎหมายควบคุมการแก้ปัญหาสังคมไทย และความร่วมมือของประชาชน มีค่าเฉลี่ยรวมในทุกประเด็นเท่ากับ 3.90 นั่นหมายความว่าประชาชนมีความเข้าใจและมีความร่วมมือที่จะปฏิบัติตามพระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 อยู่ในระดับดี ซึ่งสอดคล้องกับการผลการวิจัยเชิงคุณภาพจากการสัมภาษณ์ เชิงลึกกับบุคคลที่มีความเกี่ยวข้องกับพระราชบัญญัติควบคุมเครื่องดื่มแอลกอฮอล์ พ.ศ. 2551 ที่ทุกภาคส่วนมีความร่วมมืออยู่ในระดับดีเช่นเดียวกัน และค่าของตัวแปรสังเกตที่ใช้อธิบายตัวแปรองค์ประกอบมีค่ามากกว่า ร้อยละ 60 ในทุกตัวแปร และค่า p-value ในการทดสอบโมเดลมีค่ามากกว่า 0.05 ในทุกโมเดล

              This research aims to study and evaluate the achievement of using the Alcohol Control Act BE 2551 for solving Thai society problems. Study the cooperation of the staff relevant alcohol, dealers to use the Alcohol Control Act BE 2551 and to study guidelines for increasing the efficiency of enforcement. The Alcoholic Beverages Control Act 2008 was conducted by using in-depth interviews and quantitative research using a questionnaire to analyze the composition of the samples to determine the consistency of the results. The results of the research show that the effect of using the Alcohol Control Act 2008 on the use of the law, problem solving in Thai society, and the cooperation of the people. Total mean of all items is 3.90. That means that the people have a good understanding and cooperation to comply with the Alcohol Control Act BE 2551 was good. This is in line with the qualitative research results from in-depth interviews with those who are involved in the 2008 Alcohol Control Act. The value of the observation variable used to describe the component variables was greater than 60% in all variables and the p value in the model test was greater than 0.05 in all models.
