การวิจัยเชิงเอกสารเพื่อสังเคราะห์องค์ประกอบและวิเคราะห์ความสัมพันธ์ของแนวคิด การจัดการสมรรถนะการประกอบอาชีพของคนพิการ:บริบทของสถานการณ์ กระบวนทัศน์ และแนวคิดที่ให้ความสำคัญกับสมรรถนะของมนุษย์ทุกคน (The Documentary Research to Synthesize Components and Analyze the Relationships of Managing Capabilities of Occupational for People with Disabilities: The context of Situation, Paradigms and Capability Approach)

Abstract

                ในปัจจุบัน แนวคิดทางการจัดการที่เกี่ยวข้องกับการจัดการสมรรถนะการประกอบอาชีพคนพิการที่นำเสนอในงานวิจัย บทความวิชาการ หรือเอกสารทางวิชาการต่างๆ พบว่ามีแนวคิดที่นักวิจัยและนักวิชาการนำมาเป็นกรอบในการศึกษาประเด็นด้านคนพิการจำนวนมาก ซึ่งแม้ว่าแต่ละแนวคิดจะมีวัตถุประสงค์สำคัญร่วมกันในการช่วยเหลือ สนับสนุน และส่งเสริมให้คนพิการสามารถดำรงชีวิต เข้าร่วมกิจกรรมในสังคม และประกอบอาชีพได้อย่างเท่าเทียม ส่งผลต่อการพัฒนาคุณภาพชีวิตของคนพิการในภาพรวมเช่นเดียวกันและพบว่าบางแนวคิดมีองค์ประกอบที่สอดคล้องและสนับสนุนต่อกัน แต่ลักษณะการนำเสนอมักไม่ถูกนำมาบูรณาการร่วมกันอย่างชัดเจน ดังนั้น การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สังเคราะห์องค์ประกอบของแนวคิดการจัดการสมรรถนะการประกอบอาชีพคนพิการ และ 2) ศึกษาความสัมพันธ์ของแนวคิดการจัดการสมรรถนะการประกอบอาชีพคนพิการ โดยใช้กระบวนวิธีการวิจัยเชิงเอกสาร (Documentary Research) ตามแนวทางของ Scott (1990; 2006) ศึกษาวรรณกรรมที่เกี่ยวข้อง แบ่งเป็น 1) วรรณกรรมภาษาไทย จำนวน 72 ฉบับ และ2) วรรณกรรมภาษาต่างประเทศ จำนวน 47 ฉบับ ผลการวิจัยพบว่า 1) แนวคิดการจัดการสมรรถนะการประกอบอาชีพคนพิการ แบ่งได้ 3 องค์ประกอบ คือ องค์ประกอบภายใน องค์ประกอบภายนอก และองค์ประกอบเชิงผสมผสาน และ 2) แนวคิดการจัดการสมรรถนะการประกอบอาชีพคนพิการ ซึ่งประกอบด้วย     6 แนวคิดย่อย พบว่ามีลักษณะความสัมพันธ์ระหว่างแนวคิด จำนวน 19 ลักษณะ โดยผลการวิจัยครั้งนี้จะเป็นกรอบแนวคิดในการวิจัยเชิงประจักษ์เพื่อพิสูจน์ข้อค้นพบ รวมถึงเป็นข้อมูลสารสนเทศที่สำคัญในการจัดทำนโยบายที่เกี่ยวข้องกับคนพิการต่อไป

               Nowadays, there are many management concepts about managing capabilities of occupational for people with disabilities present in research articles, academic articles or academic documents which researchers and academicians use as a framework for studying about people with disabilities. Although, each concept has a common purpose in supporting, helping and encouraging people with disabilities to live in society, participate social activities and work equally to normal people which will increase the quality of life. Moreover, some concepts have consistent and supportive components to other concepts but most of them will not integrate together clearly. Therefore, this paper aims to 1) synthesize the components of the concept of managing capabilities of occupational for people with disabilities and 2) analyze the relationship of each concept of managing capabilities of occupational for people with disabilities. By using the Documentary research technique (Scott, 1990; 2006) in studying related literatures consists of 72 Thai literatures and 47 foreign literatures. The results revealed that 1) the concept of managing capabilities of occupational for people with disabilities is divided into 3 components which are internal capabilities, external capabilities and combined capabilities and 2) the concept of managing capabilities of occupational for people with disabilities which consists of 6 sub-concepts have 19 relationships between them. The results of this paper will be the framework for the future empirical study to prove the findings and also provides the important information for policy makers in creating the suitable policy for people with disabilities.
