รูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัดเพื่อพัฒนาคุณภาพ ผู้เรียนสู่มาตรฐานสากล (A Management Model of Provincial Kindergarten Schoolfor Improving Learners Quality towards International Standards)

Abstract

              การวิจัยครั้งนี้มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัด เพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากล ดำเนินการวิจัยโดยศึกษาข้อมูลเชิงปริมาณและข้อมูลเชิงคุณภาพ แบ่งเป็น 3 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 ศึกษาสภาพและแนวทางการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัดเพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากล โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจาก กลุ่มตัวอย่างจำนวน 270 คน ประกอบด้วย ผู้อำนวยการ รองผู้อำนวยการฝ่ายวิชาการ และครูผู้สอนในโรงเรียนอนุบาลประจำจังหวัด จำนวน 70 โรงเรียน และสัมภาษณ์ผู้ทรงคุณวุฒิและผู้เชี่ยวชาญที่มีความรู้และประสบการณ์ด้านการบริหารและการจัดการโรงเรียนอนุบาล จำนวน 9 คน ขั้นตอนที่ 2 สร้างรูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัด เพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากล และ จัดการสนทนากลุ่มผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ จำนวน 5 คน เพื่อตรวจสอบความถูกต้องและความเหมาะสมของรูปแบบ และขั้นตอนที่ 3 ประเมินความเหมาะสมและความเป็นไปได้ในการนำรูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัด เพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากลไปใช้ โดยใช้แบบประเมินในการรวบรวมข้อมูลจากกลุ่มตัวอย่าง จำนวน 140 คน ประกอบด้วย ผู้อำนวยการและรองผู้อำนวยการฝ่ายวิชาการในโรงเรียนอนุบาลประจำจังหวัด จำนวน 70 โรงเรียน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนข้อมูลเชิงคุณภาพที่ได้จากการสัมภาษณ์และข้อคำถามปลายเปิดใช้การวิเคราะห์เนื้อหา

        ผลการวิจัย พบว่า

1. 1. สภาพการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัดเพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากลโดยภาพรวมและรายด้าน มีการปฏิบัติตามหลักการบริหารอยู่ในระดับมาก


2. รูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัดเพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากลประกอบด้วย องค์ประกอบหลัก 3 องค์ประกอบ ได้แก่ 1) คุณภาพการบริหารจัดการ 2) การพัฒนาผู้เรียน และ 3) คุณภาพผู้เรียนตามมาตรฐานสากล แต่ละองค์ประกอบมีการขับเคลื่อนการบริหารงาน ประกอบด้วย การวางแผน การจัดองค์กร การนำ และ การควบคุม


3. ความเหมาะสมและความเป็นไปได้ในการนำรูปแบบการบริหารจัดการโรงเรียนอนุบาลประจำจังหวัดเพื่อพัฒนาคุณภาพผู้เรียนสู่มาตรฐานสากลไปใช้ โดยภาพรวมพบว่ามีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด

          This study aimed to develop a management model of provincial kindergarten school for improving learners quality towards international standard class. The study consisted of 3 phases to obtain quantitative data and qualitative data. Phase 1 was to investigate the present state and guidelines on managing provincial kindergarten school for improving learners quality towards international standard from the perspectives of 270 involved personnel in 70 provincial kindergarten schools and to interview 9 experts on educational and kindergarten school management. Phase 2 was to create a management model of provincial kindergarten school for improving learners quality towards international standard and to verify the accuracy and suitability of the model by 5 experts through focus group interview process. Phase 3 was to evaluate the suitability and possibility of the proposed model by 140 individual consisted of director and deputy director of academic section from 70 provincial kindergarten schools. A questionnaire, semi-structured interview forms, and an evaluation form were used as tools for collecting data. Mean and Standard Deviation were used for analyzing quantitative data and content analysis was used for qualitative data.

        The results of the study were as follows:

1. The present state of provincial kindergarten school management for improving learner quality towards international standard was found to perform at a high level.


2. The management model of provincial kindergarten school for improving learner quality towards international standard consisted of 3 main factors: 1) Management Quality, 2) Learner Development, and 3) Learners’ Quality towards international standard. Each factor was operated by the process of Planning, Organizing, Leading, and Controlling.


3. The suitability and possibility of applying the management model of provincial kindergarten school for improving learner quality towards international standard was at the highest level.
