รูปแบบเครือข่ายการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน (Networking Governance Model of Water Resources Management in Tha Chin river)

Abstract

               การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบเครือข่ายการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน และนำเสนอสภาพปัญหาเกี่ยวกับรูปแบบเครือข่ายในการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน ผู้ให้ข้อมูลสำคัญ ได้แก่ ชาวบ้าน บุคลากรภาครัฐที่รับผิดชอบในการบริหารจัดการน้ำ และผู้มีส่วนได้ส่วนเสียกับการบริหารจัดการทรัพยากรน้ำลุ่มน้ำท่าจีน 13 จังหวัดจำนวน 26 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง และแนวคำถามการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) รูปแบบเครือข่ายการจัดการทรัพยากรน้ำในลุ่มน้ำท่าจีน ประกอบด้วย ความร่วมมือระหว่างภาคประชาชน ภาครัฐบาล ภาคเอกชน สถาบันการศึกษา และภาคีเครือข่ายที่เกี่ยวข้อง การบริหารจัดการข้อมูล การสร้างนวัตกรรมทั้งในเชิงความรู้และกระบวนการ การเสริมพลังอำนาจ และการทำงานตามระเบียบข้อปฏิบัติ 2) สภาพปัญหาลุ่มน้ำท่าจีน คือ บทบาทและหน้าที่ของคณะอนุกรรมการลุ่มน้ำขาดความชัดเจน ไม่มีหน่วยงานทำหน้าที่เป็นสำนักงานเลขานุการ ปัญหาการถ่ายโอนงานที่ก่อสร้างแล้วเสร็จให้กับองค์กรปกครองส่วนท้องถิ่น และปัญหาด้านสถานภาพขององค์กรผู้ใช้น้ำในพื้นที่ลุ่มน้ำ

               The objective of this research was to study the networking governance model of water resource management in the Tha Chin river and the problems on the networking governance model in water resources management in the Tha Chin river. Key informants 26 people include villagers, government personnel responsible for water management and stakeholders with the management of water resources in the Tha Chin river, 13 provinces. The research instruments were structured interview forms and group discussion questions. Data analysis used by content analysis. The results of the research were as follows: 1) Networking governance model of water resources management in Tha Chin river included collaboration among public sector, government sector, private sector, educational institution and related network partners, information management, creating innovation in both knowledge and process, empowerment and working according to regulations. 2) The problems of Tha Chin river were the role and function of the watershed subcommittee lacking clarity. There was no agency acting as the secretariat office. Problems transferring completed construction work to local administrative organizations and problems of the status of the water users organization in the watershed area.
