การประเมินผลกระทบโครงการเขื่อนป้องกันน้ำท่วมริมตลิ่งบริเวณพื้นที่ริมแม่น้ำปิงและแม่น้ำเจ้าพระยาตำบลปากน้ำโพเทศบาลนครนครสวรรค์จังหวัดนครสวรรค์

บทคัดย่อ

การวิจัยครั้งนี้มีจุดประสงค์เพื่อทำการสำรวจวิเคราะห์ผลกระทบของพื้นที่และชุมชนหลังการก่อสร้างบริเวณพื้นที่โครงการเขื่อนป้องกันน้ำท่วมริมตลิ่ง  ตำบลปากน้ำโพเทศบาลนครนครสวรรค์จังหวัดนครสวรรค์สำหรับเป็นแนวทางเสนอแนะเกี่ยวกับการออกแบบป้องกันพื้นที่ริมน้ำต่อหน่วยงานที่เกี่ยวข้องเทศบาลรวมถึงผู้ออกแบบ  ให้คำนึงถึงการออกแบบที่สอดคล้องกับสภาพแวดล้อม  บริบทโดยรอบการมีส่วนร่วมของชุมชนเพื่อส่งเสริมการออกแบบที่ได้ประสิทธิภาพของเขื่อนในการป้องกันพื้นที่สำคัญจากน้ำท่วมและส่งผลกระทบกับบริบทให้น้อยที่สุด  ขั้นตอนการศึกษาเริ่มจากการเลือกพื้นที่ศึกษาที่มีโครงการก่อสร้างและสร้างความเปลี่ยนแปลงกายภาพพื้นที่ที่มีความชัดเจนศึกษาแนวคิดการออกแบบโครงการหลังจากนั้นลงพื้นที่สำรวจลักษณะทางกายภาพสัมพาษณ์ผู้เชี่ยวชาญและคนในชุมชนถึงผลกระทบด้านการใช้งานที่เกิดขึ้นจากโครงการต่อชุมชนในพื้นที่และชุมชนโดยรอบ  จากนั้นรวมรวบข้อมูลปัญหาผลกระทบต่างๆเพื่อเสนอแนะแนวทางแก้ไขจากการศึกษาพบว่าวัตถุประสงค์โครงการเขื่อนมีการออกแบบเพื่อต้องการป้องกันปัญหาอุทกภัยอย่างถาวรบริเวณพื้นที่ใจกลางเมืองนครสวรรค์  และเพิ่มพื้นที่สาธารณะให้กับพื้นที่ริมน้ำ  การออกแบบโครงการเขื่อนนั้นส่งผลกระทบต่อการใช้งานพื้นที่ริมน้ำอย่างไรและยังไม่สามารถตอบสนองต่อความต้องการที่แท้จริงของพื้นที่ได้เพราะหลังจากการสร้างโครงการเขื่อนการออกแบบบางส่วนยังคงส่งผลกระทบในแง่ลบต่อพื้นที่และคนในชุมชนดังนั้นโครงการต่อไปหลังจากนี้ทุกฝ่ายควรมีส่วนร่วมกันควรให้ความสำคัญกับการศึกษาพื้นที่วิเคราะห์ปัญหาต่างๆและความต้องการของชุมชนอย่างก่อนการออกแบบ  เพื่อประโยชน์สูงสุดและส่งผลกระทบเชิงลบต่อพื้นที่น้อยที่สุด

Abtract

The purpose of this research is to survey and analyze the effects on area and community after building a dam for the protection of the flood in Paknampho district NakhonSawan municipality, Nakhonsawan. Suggestions and guidance on the design of protected water front areas from institutes and municipality including the designers have been taken into consideration in order to design in harmony with environment context. Participation from the community is needed for efficient design of the dam so that it serves as flood defensive purpose and also to have least possible effect on the environment.

The Research was initiated to study the influence and the changes in the lifestyle of people in the locality that was brought about after the construction of the dam. The research includes site study, physical survey, the study of the concept of the project and the physical changes faced by the site itself which is followed by the interview of the people in the locality to study the influence of the project in the physical, social, cultural and overall lifestyle.

The Research found that the purpose of the dam is to prevent flood problems in the center area of Nakhonsawan and also to increase public area to the water front area. However, the project has not been able to respond tothe real needs of the area and had a negative impact on the area and the people in the locality. Thus, the compiled data for the research may be helpful to propose guidelines and suggestions to overcome the problems. It may also be considered mandatory for any projects hereafter to include participation from all the parties and a thorough site study and analysis of the needs of the community prior to conceptualization of the project.
