พฤติกรรมการสื่อสารและแนวทางการแก้ปัญหาในการทำงานประกันคุณภาพการศึกษาผ่านระบบการแลกเปลี่ยนเรียนรู้ออนไลน์

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ  1) ศึกษาสภาพและความต้องการการแลกเปลี่ยนเรียนรู้ออนไลน์ในการทำงานประกันคุณภาพการศึกษา  2) เพื่อพัฒนาระบบการแลกเปลี่ยนเรียนรู้ออนไลน์   3) เพื่อศึกษาพฤติกรรมการสื่อสารในการแลกเปลี่ยนเรียนรู้ออนไลน์  4) เพื่อศึกษาแนวทางการแก้ปัญหาในการทำงานประกันคุณภาพการศึกษาผ่านระบบการแลกเปลี่ยนเรียนรู้ออนไลน์  กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้แบ่งเป็น 3 กลุ่มคือ 1)  บุคลากรที่ทำงานประกันคุณภาพการศึกษา จำนวน 80 คน  2)  กลุ่มผู้เชี่ยวชาญ จำนวน  9  คน  3)  กลุ่มผู้ใช้ระบบการแลกเปลี่ยนเรียนรู้ออนไลน์ จำนวน  30 คน   โดยใช้วิธีการเลือกแบบเจาะจง (Purposive sampling)  เครื่องมือที่ใช้ในการวิจัย  ประกอบด้วย  1) แบบสอบถาม   2) แบบสัมภาษณ์แบบมีโครงสร้าง  3) ขั้นตอนและกิจกรรมระบบการแลกเปลี่ยนเรียนรู้ออนไลน์  4) เว็บไซต์ระบบการแลกเปลี่ยนเรียนรู้ออนไลน์ 5) แบบสอบถามความคิดเห็น  6) แบบประเมินพฤติกรรมการสื่อสารและ 7) แบบบันทึกแนวทางการแก้ปัญหา การวิเคราะห์ข้อมูลใช้ค่าร้อยละ  ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า  1)  สภาพการทำงานประกันคุณภาพการศึกษา ในภาพรวมอยู่ในระดับ                มาก ( = 3.92 , S.D. = 0.82 )  ประเด็นที่ควรมีการแลกเปลี่ยนเรียนรู้มากที่สุดคือ เทคนิคในการทำงานประกันคุณภาพการศึกษาให้ตรงประเด็น ( = 4.09 , S.D. = 0.83)  2)  ระบบการแลกเปลี่ยนเรียนรู้ออนไลน์  ประกอบด้วย 5 ขั้นตอน ได้แก่  1.ขั้นเตรียมการและสร้างสัมพันธภาพ  2.ขั้นค้นปัญหาและเล่าประสบการณ์  3.ขั้นแบ่งปันความรู้และสกัดบทเรียน  4.ขั้นนำมาซึ่งความรู้ชัดแจ้ง และ  5.ขั้นนำเสนอและการประเมินผล ซึ่งผลการประเมินขั้นตอนและกิจกรรมการแลกเปลี่ยนออนไลน์โดยผู้เชี่ยวชาญอยู่ในระดับเหมาะสม 3) พฤติกรรมการสื่อสารในการแลกเปลี่ยนเรียนรู้ออนไลน์ของกลุ่มตัวอย่างในภาพรวม

อยู่ในระดับปานกลาง ( = 2.74 , S.D. = 0.75) ความคิดเห็นของผู้ใช้งานที่มีต่อเว็บไซต์ระบบการแลกเปลี่ยนเรียนรู้ออนไลน์ในภาพรวมพบว่ามีคุณภาพอยู่ในระดับมาก ( = 4.28 , S.D. = 0.64)   4) แนวทางการแก้ปัญหาในการทำงานประกันคุณภาพการศึกษาผ่านระบบการแลกเปลี่ยนเรียนรู้ออนไลน์ พบว่าอยู่ในระดับดี  คิดเป็นร้อยละ 70.67   ประเด็นที่มีแนวทางการแก้ปัญหามากที่สุดคือปัญหาการจัดเก็บเอกสารหลักฐานแสดงผลลัพธ์ แนวทางการแก้ปัญหาคือ 1.ศึกษาเกณฑ์ตัวบ่งชี้ให้ชัดเจน 2.แบ่งหน้าที่ความรับผิดชอบ 3.จัดเอกสารงานประกันคุณภาพการศึกษาให้เป็นระบบ 4.จัดทำหลักฐานต่างๆ ให้อยู่ในรูปแบบไฟล์ข้อมูลที่สามารถเข้าถึงข้อมูลได้ง่ายและสะดวกต่อการเรียกใช้งาน

Abstract
The purposes of this research were: 1) to study the conditions and needs of the online knowledge sharing in educational quality assurance 2) to develop an online knowledge sharing system 3) to study the communication behaviors in using the online knowledge sharing system 4) to study the solution guidelines in educational quality assurance through the online knowledge sharing system. The research samples consisted of: 1) 80 personnel who are responsible for the educational quality assurance 2) nine experts and 3) 30 online knowledge sharing system users chosen by using the purposive sampling method. The instruments used in this research were : 1) the questionnaire 2) the structured interview 3) the online knowledge sharing process and activities 4) the websites about the online knowledge sharing 5) the questionnaire for gaining the opinions 6) the communication behavior assessment test 7) the form for recording the solution guidelines. The data were analyzed by using percentage, the mean and the standard deviation.

The results of this research were as follows: 1) the working conditions of the educational quality assurance were at the high level ( = 3.92 , S.D. = 0.82 ).  The issue which is needed the most to be shared is the techniques in order to work relevantly. (= 4.09 , S.D. = 0.83)   2) The online knowledge sharing system consists of 5 steps as follows: 1. preparation and relationship making 2. problem identification and experience sharing 3. knowledge sharing and lesson producing  4.explicit knowledge gaining  and 5.presentation and evaluation. Experts evaluation were at the appropriate level. 3) The communication behaviors in using the online knowledge sharing system of the samples were at the moderate level (= 2.74, S.D. = 0.75)  The users’ opinions toward the quality of the website knowledge sharing system were at the high level (= 4.28 , S.D. = 0.64).

4) The solution guidelines in the educational quality assurance through the online knowledge sharing system were at the good level (70.67 percent). The issues that have the most clearly solution guidelines were: 1.to study the clear indication criteria  2. to share the responsibilities 3.to orderly file the educational quality assurance documents 4. to set the document files in order to be easily accessed and used.
