มาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 (Standards of Learning Media and Resources Management for the School of 21st Century)

Abstract

              การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์ สังเคราะห์ มาตรฐาน ตัวชี้วัด การจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 (2) จัดทำมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 (3) เพื่อนำเสนอมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 สำหรับโรงเรียน สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ วิธีดำเนินการวิจัยมี 3 ระยะ ได้แก่ ระยะที่ 1 วิเคราะห์ สังเคราะห์ เอกสาร วรรณกรรม งานวิจัย และเอกสารอื่น ๆ ที่เกี่ยวข้องกับมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ระยะที่ 2 จัดทำมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ระยะที่ 3 การตรวจความถูกต้องเหมาะสมและรับรองร่างมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 กลุ่มตัวอย่างคือ ผู้บริหารโรงเรียน ข้าราชการครู สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน  230 คน ได้มาจากการสุ่มตัวอย่างแบบกลุ่ม เก็บข้อมูลโดยใช้แบบประเมินความเหมาะสมแบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา และการวิเคราะห์เนื้อหา

               ผลการศึกษาพบว่า องค์ประกอบของมาตรฐานการจัดการสื่อและทรัพยากรการเรียนรู้สำหรับโรงเรียนในศตวรรษที่ 21 ในโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน กระทรวงศึกษาธิการ มี 6 มาตรฐาน 13 องค์ประกอบ 32 ตัวชี้วัด ประกอบ1) มาตรฐานที่ 1 ด้านการพัฒนา มี 4 องค์ประกอบ 1) การใช้สื่อการเรียนรู้  2)ความรู้ ทักษะ 3)การพัฒนาบุคลากร มี 7 ตัวชี้วัด 2)มาตรฐานที่ 2 ด้านการใช้ ประกอบด้วย 2 องค์ประกอบ 1)การใช้สื่อการเรียนรู้ 2)เทคโนโลยีการเรียนรู้  มี 5 ตัวชี้วัด 3)มาตรฐานที่ 3 ด้านการจัดการ ประกอบด้วย 3 องค์ประกอบ 1) การจัดการโครงการ 2) โครงสร้างพื้นฐาน 3) ทรัพยากรการเรียนรู้ มี 9 ตัวชี้วัด 4) มาตรฐานที่ 4 การเรียนการสอน ประกอบด้วย 2 องค์ประกอบ 1) หลักสูตรการเรียนรู้ 2)รูปแบบการจัดการเรียนรู้ มี 4 ตัวชี้วัด  5)มาตรฐานที่ 5 การวิจัยและประเมินผล ประกอบด้วย 2 องค์ประกอบ สื่อการเรียนรู้ การพัฒนาผู้เรียน มี 5 ตัวชี้วัด 6)มาตรฐานที่ 6 ด้านนวัตกรรมการเรียนรู้ ประกอบด้วย 1 องค์ประกอบ 1)การสร้างนวัตกรรม มี 2 ตัวชี้วัด

              The objectives of this thesis are to analyze and synthesize the standards and indicators of learning media and resources management for the school of 21st century. The further objectives are to make and present outline of these standards and indicators of learning media and resources to the Basic Education Commission (OBEC), the Ministry of Education. The process of researching consists of three phases.1) to analyze and synthesize related literatures and documents about the learning media and resources management for the school of 21st century. 2) to create the outline of learning media and resources management for the school of 21st century. 3) to check accuracy and certify learning media and resources management for the school of 21st century. The example population is 230 people of the school directors and teachers who work in the Basic Education Commission (OBEC) and were selected by cluster random sampling. This thesis collected data by using evaluation questionnaires and analyzed data by descriptive statistics and the content analysis.

               The study indicated that there are 6 standards, 13 factors, 32 indicators of media management standards and learning resources for schools in the 21st century in schools under the Office of the Basic Education Commission the Ministry of Education (OBEC). The 1^st is development standard which has 4 factors; the usage of learning material, the usage of knowledge, the usage of skills and personnel development. There also are 7 indicators in the first standard. The 2^nd is usage standard which has 2 factors; the usage of learning material and media technology. There are 5 indicators in the second standard. The 3^rd is management standard which consists of 3 factors; project management, basic structure and learning resources. There are 9 indicators in third standard. The 4^th is teaching and learning standard which consists of 2 factors; learning curriculum and learning management model. There are 4 indicators in forth standard. The 5^th is research and evaluation standard which consists of 2 factors; learning media and the development of learners. There are 5 indicators in fifth standard. The 6^th is learning innovation standard which consists of 1 factor which is innovation component. There are 2 indicators in the last standard.
