ผลลัพธ์ ผลกระทบ และความยั่งยืนของการลงทุนงานวิจัย: กรณีศึกษาโครงการวิจัย ด้านปลานิล (Outcomes, Impacts and Sustainability of Research Investment: A Case Study of Nile Tilapia Program) -

Abstract

                การประเมินผลสำเร็จของการลงทุนงานวิจัยเริ่มเข้ามามีบทบาทสำคัญในประเทศไทย โดยเฉพาะอย่างยิ่ง สำนักงบประมาณมักสอบถามเกี่ยวกับผลกระทบของกาวิจัย การประเมินโครงการวิจัยจึงมีความสำคัญ งานวิจัยชิ้นนี้มีวัตถุประสงค์เพื่อประเมินผลลัพธ์ ผลกระทบ และความยั่งยืนของโครงการ กรณีศึกษาโครงการปลานิล ข้อมูลทุติยภูมิรวบรวมจาก สำนักงานกองทุนสนับสนุนการวิจัย (สกว.) และข้อมูลปฐมภูมิจากการสัมภาษณ์ผู้มีส่วนได้ส่วนเสีย เกษตรกร และผู้เชี่ยวชาญ วิธีวิจัยอาศัยหลักเกณฑ์การประเมินของ OECD ผลการวิจัย พบว่า เมื่อพิจารณาด้านความสอดคล้อง (relevance) ชุดโครงการฯมีความสอดคล้องกับยุทธศาสตร์การพัฒนาปลานิลในกลยุทธ์ด้านการเพิ่มผลผลิต ชุดโครงการฯมีประสิทธิผล (effectiveness) โดยโครงการย่อยต่างๆในชุดโครงการฯเมื่อประสานรวมเข้ากันแล้วสามารถตอบโจทย์และบรรลุวัตถุประสงค์ในการพัฒนาอาชีพทางเลือกการเลี้ยงปลานิลได้ ชุดโครงการฯมีประสิทธิภาพ (efficiency) ได้สร้างผลผลิตและผลลัพธ์เชิงวิชาการ และมีการนำผลการวิจัยไปใช้ประโยชน์โดยชุดโครงการฯได้สร้างผลกระทบ (impacts) ทางเศรษฐกิจและสังคม  มีความคุ้มค่าต่อการลงทุน อย่างไรก็ตาม งานวิจัยบางโครงการยังไม่มีความยั่งยืน (sustainability) โดยเมื่อโครงการจบลงแล้ว การใช้ประโยชน์จากผลงานก็จบสิ้น กล่าวคือ เกษตรกรไม่มีแรงบันดาลใจในการดำเนินการอย่างต่อเนื่อง ข้อเสนอแนะแนวทางการสนับสนุนงานวิจัยด้านทรัพยากรสัตว์น้ำ (ปลานิล) ของประเทศไทยในอนาคต ได้แก่ สกว.ควรสนับสนุนงานวิจัยด้านปลานิลตั้งแต่ระดับต้นน้ำไปจนถึงปลายน้ำอย่างต่อเนื่อง โดยเฉพาะอย่างยิ่ง งานวิจัยด้านเศรษฐกิจ และโครงสร้างการตลาดปลานิล นับเป็นโจทย์วิจัยที่มีความสำคัญในอันดับต้นๆ


 


               Impact evaluation of research investment has played an important role in Thailand. Especially, Budget bureau often have questions about the impacts of the research. Evaluation of research projects is important. The paper aims to evaluate the impacts of Tilapia program under Thailand Research Fund (TRF). Secondary data are obtained from TRF and primary data are gathered by interviewed with stakeholders, farmers and experts. The Organization of Economic Co-operation and Development (OECD) has developed the key impact indicators. This research method applies the OECD's evaluation criteria. The results show that, when considering the relevance indicator, the project was in line with the Tilapia development strategy. The project is effective since there are the integration of different sub-projects in order that the objectives of the Tilapia aquaculture development program can be met.  The program is efficient since the project has generated the outputs in terms of technology and innovation as well as the academic outcomes. The project has generated economic and social impacts which is worth to the society. Nevertheless, the sustainability issue of the project is the room to develop further since some research project seemed to discontinue after the project terminated. This leads to the future recommendations that donor agencies should constantly support the research on aquatic resources (Tilapia) in Thailand. TRF should support research on tilapia from the upstream to downstream. Particularly, economic aspects and the Tilapia market structure is a crucial research area in the near future.
