ผลกระทบจากการก่อสร้างทางรถไฟทางคู่ที่มีผลต่อชุมชนริมทางรถไฟ : กรณีศึกษาชุมชนเทพารักษ์ อำเภอเมือง จังหวัดขอนแก่น (The impact of the construction of a double-track railway that affects the communities located by the railway:a case study of Thepharak Community, Mueang District,Khon Kaen Province)

Abstract

             การวิจัยนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสถานการณ์ความเป็นอยู่และวิถีชีวิตชุมชนริมทางรถไฟก่อนการก่อสร้างทางรถไฟทางคู่ 2) ศึกษาผลกระทบจากการก่อสร้างทางรถไฟทางคู่ที่มีต่อชุมชนริมทางรถไฟ  3)เพื่อเสนอแนวทางแก้ไขผลกระทบและความต้องการของชาวชุมชนริมทางรถไฟ กรณีศึกษาชุมชนเทพารักษ์ อำเภอเมือง จังหวัดขอนแก่น งานวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ รวบรวมข้อมูลจากกลุ่มผู้ให้ข้อมูลสำคัญจำนวน 30 คน โดยใช้ 4 วิธีการดำเนินงาน ได้แก่ วิธีศึกษาจากเอกสาร วิธีการสนทนากลุ่ม วิธีการสัมภาษณ์ เชิงลึก และวิธีการสังเกตแบบมีส่วนร่วม


               ผลการวิจัยพบว่า สถานการณ์ก่อนการก่อสร้างทางรถไฟทางคู่ ประชากรในชุมชนเทพารักษ์บุกรุกโดยอาศัยอยู่บนที่ดินของการรถไฟแห่งประเทศไทยทั้งไม่มีสัญญาเช่าและมีสัญญาเช่า ส่วนใหญ่ประกอบอาชีพรับจ้างทั่วไป ภายหลังจากการก่อสร้างทางรถไฟทางคู่ ช่วงชุมทางจิระ – ขอนแก่น ได้ส่งผลกระทบทั้งด้านบวกและด้านลบโดยตรงต่อชุมชน 3 ด้าน ได้แก่ ด้านสังคม การรถไฟแห่งประเทศไทยเวนคืนพื้นที่บริเวณริมรางรถไฟ 40 เมตรแรก เป็นเหตุประชากรที่อาศัยอยู่ในระยะ 20 เมตรแรกต้องรื้อถอนสิ่งปลูกสร้างโดยได้รับเงินชดเชยจากรัฐ  ด้านเศรษฐกิจและรายได้ เมื่อสภาพความเป็นอยู่ของชุมชนเปลี่ยนแปลงไปเพราะเหตุไร้ที่อยู่อาศัยส่งผลกระทบให้เกิดการว่างงาน รวมทั้งภาระค่าใช้จ่ายที่เพิ่มขึ้น ด้านสุขภาพและสิ่งแวดล้อม ชุมชนเทพารักษ์ได้รับผลกระทบจากมลภาวะทางอากาศจากฝุ่นละออง มลภาวะทางเสียงจากก่อสร้าง รวมทั้งแรงสั่นสะเทือนจากการขุดเจาะ และจากต้องการของคนในชุมชน พบว่า ต้องการให้รัฐบาลจัดหาพื้นที่อยู่อาศัยให้ใกล้เคียงกับพื้นที่เดิม ให้รัฐบาลให้ความสนับสนุนเพิ่มอัตราการจ้างทำงาน พร้อมกับต้องการให้รัฐบาลและหน่วยงานที่เกี่ยวข้องกำหนดมาตรการแก้ปัญหาจากกิจกรรมอันเกิดจากการก่อสร้าง รวมทั้งค่าชดเชยต่อชุมชนที่ได้รับผลกระทบในอัตราที่เหมาะสม


 


               The purposes of this research were 1) to study the situation of living and way of life in the railway community before the construction of the double-track  railway; 2) to study the effects of the construction of a double-track railway on the railway community; and 3) to propose the guidelines for solving the impacts and needs of people in the railway community, a case study of Thepharak Community, Mueang District, Khon Kaen Province. This research used the qualitative research methodology. The data was collected from 30 key informants by using 4 methods consisted of documents, group discussion methods, in-depth interview methods, and participatory observation methods.


            The result of the research showed that for the situation before the construction of the dual-track railway, the population who lived in the Thepharak community has invaded, which they lived on the land of the State Railway of Thailand, without a lease and a lease.  Their career is general employees. After the construction of the double-track railway, the Jira-Khon Kaen junction, it directly and negatively affected the 4 communities. In the term of the society, the State Railway of Thailand returned to the area of ​​the first 40 meters of the railway track. It is the reason that the people who live in the first 20 meters must demolish the buildings in which they receive compensation from the state.  In terms of economy and income, when the living conditions of the community change due to homelessness, its impact is the unemployment of people, including additional expenses. In the term of health and environment, Thepharak community is affected by air pollution from dust and noise pollution from construction, including vibration from drilling. In terms of the needs of people in the community, it was found that they want the government to provide a living space for them that are near to the old area. They want the government to support and increase employment rates.  They want the government and relevant agencies to set up measures to solve the problems from the construction activities. Besides, they need compensation for the affected communities at a reasonable rate.
