Abstract

               การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น การดำเนินงานวิจัยแบ่งการศึกษาออกเป็น 2 ระยะคือ ระยะที่ 1 ศึกษาระดับความคิดเห็นเกี่ยวกับสภาพ ปัญหาการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่างจำนวน 617 คน ได้แก่ ผู้บริหารสถานศึกษา ครูผู้สอนและผู้เรียนของสถานศึกษาด้านอาชีวศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น 11 แห่ง  ผู้บริหารของสถานประกอบการ และผู้บริหารขององค์กรปกครองส่วนท้องถิ่น เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับความคิดเห็นของสภาพและปัญหาการจัดการสถานศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น สถิติที่ใช้ในการวิเคราะห์คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และความแปรปรวนแบบทางเดียว  ระยะที่ 2 ศึกษาวิเคราะห์องค์ประกอบปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น  กลุ่มตัวอย่าง จำนวน 301 คน คือ ผู้บริหารและครูผู้สอนของสถานศึกษาด้านอาชีวศึกษาสังกัดองค์กรปกครองส่วนท้องถิ่น 11 แห่ง ผู้บริหารของ  สถานประกอบการ และผู้บริหารขององค์กรปกครองส่วนท้องถิ่น เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับความคิดเห็นของปัจจัยการจัดการสถานศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น สถิติที่ใช้ในการวิเคราะห์คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบ Factor Analysis  และ KMO and Bartlett's Test

               ผลการวิจัยพบว่า สภาพการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น ค่าเฉลี่ยในภาพรวมอยู่ในระดับมาก ค่าเฉลี่ย 3.98  ปัญหาการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น  ค่าเฉลี่ยในภาพรวมอยู่ในระดับปานกลาง ค่าเฉลี่ย 3.03 และปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่น  ค่าเฉลี่ยในภาพรวมอยู่ในระดับมาก ค่าเฉลี่ย 3.89 ส่วนผลการวิเคราะห์องค์ประกอบปัจจัยการจัดการศึกษาด้านอาชีวศึกษาขององค์กรปกครองส่วนท้องถิ่นพบว่า ค่า KMO เท่ากับ 0.914 ซึ่งมีค่ามากกว่า 0.050 และเข้าใกล้ 1 ผลการวิเคราะห์ค่าน้ำหนักองค์ประกอบ(Loading) ของ Factor Analysis  มี 6 องค์ประกอบ 31 ตัวแปรสังเกตได้ มีค่าตั้งแต่ 0.393 ถึง 0.850 ที่ระดับนัยสำคัญทางสถิติ 0.05 เมื่อจัดเรียงค่าน้ำหนักองค์ประกอบพบว่า องค์ประกอบด้านการบริหารจัดการหลักสูตรที่มีตัวแปรสังเกตได้มีน้ำหนักความสำคัญมากที่สุด ในขณะที่ค่าน้ำหนักองค์ประกอบด้านการบริหารจัดการครูผู้สอน ผู้เรียนและสถานประกอบการที่มีตัวแปรสังเกตได้มีน้ำหนักความสำคัญน้อยที่สุด

               The objectives of this research were to studied states, problems and factors in vocational education management of the Local Administrative Organizations (LAOs). This research was divided into two phases. The first phase is to studied the states of problems in vocational education management of the LAOs. Data from 617 samples were collected, consisting of school administrators, teachers, students from 11 vocational schools under the LAOs, entrepreneur and the administrators of the LAOs. The questionnaire about the opinions of the state and problems of the management of vocational schools of the LAOs were collected. Then, statistical analysis was analyzed using average, standard deviation and one-way variance analysis. On Phase 2, the research was focused on factors of vocational education management of the LAOs. Data from 301 samples were collected, consisting of administrators and teachers of 11 vocational schools under the LAOs, enterpreneau and the administrators of the local government organization The questionnaire about the opinions on institution management factors of the LAOs The statistics used in the analysis are the mean, standard deviation.              The results have shown that overall average value of the state of educational management in vocational education of the LAOs was high. The average of 3.98 vocational education management problems of local government organizations. The overall average was at the medium level, the 3.03 average, and the factors of vocational education management of the local government organization. The overall average is at a high level. The average value is 3.89. As for the analysis of the components of the vocational education management factors of the local administrative organization, the KMO was 0.914 which Is greater than 0.050 and is close to 1 The results of Factor Analysis's loading are 6 elements with 31 variables which can be observed from 0.393 to 0.850 at the statistical significance level 0.05. When sorting the component weight values, it was found that The curriculum management elements with observable variables have the most importance. While the weight of teacher management components Students and establishments with observable variables had the least importance
