กระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา

Abstract

บทคัดย่อ

            การวิจัยนี้มีวัตถุประสงค์เพื่อทราบ 1) องค์ประกอบของกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา 2) ความสัมพันธ์เชิงสาเหตุขององค์ประกอบของกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา 3) ผลการยืนยันกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา ขั้นตอนการวิจัยประกอบด้วย 6 ขั้นตอน คือ 1) ศึกษาและวิเคราะห์ตัวแปร 2) พัฒนาเครื่องมือ  3) เก็บข้อมูลการวิจัย 4) วิเคราะห์ข้อมูล 5) พัฒนากระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา และ6) ยืนยันข้อค้นพบ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ โรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา จำนวน 96 โรง โดยเก็บรวบรวมข้อมูลระหว่าง วันที่  3  ธันวาคม  2556 ถึง วันที่  11  กุมภาพันธ์  2557 เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถาม rubric scale สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่  ค่าการแจกแจงความถี่ ร้อยละ ค่ามัชฌีมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ การวิเคราะห์ความสัมพันธ์เชิงสาเหตุ และการวิเคราะห์เนื้อหา
             ผลการวิจัยพบว่า 1) องค์ประกอบของกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา ประกอบด้วย 6 องค์ประกอบ คือ ความเป็นมืออาชีพของผู้บริหาร การปฏิบัติตามการปฏิบัติตามบทบาทของโรงเรียน กระบวนการจัดการข้อมูล ความพร้อมของทีมงาน ระบบสารสนเทศเพื่อการบริหาร และหลักธรรมาภิบาล 2) รูปแบบความสัมพันธ์เชิงสาเหตุขององค์ประกอบของกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษา มีความสอดคล้องกับข้อมูลเชิงประจักษ์ องค์ประกอบในโมเดลสามารถอธิบายความแปรปรวนได้ร้อยละ 47 โดยความเป็นมืออาชีพของผู้บริหารมีอิทธิพลทางตรงต่อหลักธรรมาภิบาลสูงที่สุด และมีอิทธิพลทางอ้อมต่อหลักธรรมาภิบาลโดยผ่านทางการปฏิบัติตามบทบาทของโรงเรียน กระบวนการจัดการข้อมูล และความพร้อมของทีมงาน การปฏิบัติตามบทบาทของโรงเรียนมีอิทธิพลทางตรงต่อหลักธรรมาภิบาล กระบวนการจัดการข้อมูลมีอิทธิพลทางตรงต่อหลักธรรมาภิบาล และมีอิทธิพลทางอ้อมต่อหลักธรรมาภิบาลโดยผ่านทางการปฏิบัติตามบทบาทของโรงเรียน ความพร้อมของทีมงานมีอิทธิพลทางตรงต่อหลักธรรมาภิบาล และมีอิทธิพลทางอ้อมต่อหลักธรรมาภิบาล โดยผ่านทางการปฏิบัติตามบทบาทของโรงเรียน และกระบวนการจัดการข้อมูล ระบบสารสนเทศเพื่อการบริหารมีอิทธิพลทางอ้อมต่อหลักธรรมาภิบาลโดยผ่านทางความเป็นมืออาชีพของผู้บริหาร กระบวนการจัดการข้อมูล และความพร้อมของทีมงาน 3) ผลการยืนยันกระบวนการเชิงระบบในการกำกับติดตามการดำเนินงานตามนโยบายของโรงเรียนมัธยมศึกษาพบว่า มีความเหมาะสม ความเป็นไปได้ ความถูกต้อง และใช้ประโยชน์ได้จริง สอดคล้องกับทฤษฎีและกรอบแนวคิดการวิจัย

 Abstract

                 The purposes of this research were to determine : 1) the components of the systematic monitoring process for policy implementation of the secondary school, 2) the influence of components of the systematic monitoring process for policy implementation of the secondary school and 3) result of confirm the systematic monitoring process for policy implementation of the secondary school. The research procedures consisted of 6 steps ; 1) study and analyze the variable, 2) developing instrument, 3) collecting data, 4) analyzing data, 5) developing the systematic monitoring process for policy implementation of the secondary school and 6) confirm the findings. The sample of this research were 96 secondary schools. The data collecting during December 3, 2013 to Febuary 11, 2014. The instruments for collecting the data were semi - structural interview and rubic scale of questionnaire. The statistics for analyzing the data were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis, path analysis and content analysis.

              The results of this research were as follows :

              1)The components of the systematic monitoring process for policy implementation of secondary school were 1) professionalism of executive, 2) roles of school, 3) data management process, 4) readiness of team, 5) management information system and 6) good governance.

              2)Model of the systematic monitoring process for policy implementation of the secondary school were accordance with the data. The components of the model could be able to explain 47 % variance of the systematic monitoring process for policy implementation of secondary school. The highest direct effect variables were professionalism of executive affected to good governance and affected indirect to good governance through affected to roles of school, data management process, and readiness of team. Roles of school  affected to good governance, data management process affected to good governance and affected indirect to good governance through affected to roles of school, and readiness of team, readiness of team affected to roles of school and affected to good governance. Moreover, management information system affected to good governance through affected to professionalism of executive, roles of school, data management process, and readiness of team.

              3)The result confirmed of the systematic monitoring process for policy implementation of secondary school, revealed of 6 components of a model of systematic monitoring process for policy implementation of secondary school be related, and were found propriety, feasibility, accordance with the theories and the research conceptual frame works.
