การมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของ เทศบาลเมืองชะอำ อำเภอชะอำ จังหวัดเพชรบุรี

Abstract

บทคัดย่อ 

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ 2) เพื่อศึกษาปัจจัยที่มีความสัมพันธ์ของการมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ    3) เพื่อเปรียบเทียบความแตกต่างการมีส่วนร่วมของประชาชน ในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ จำแนกตามปัจจัยส่วนบุคคล และ 4) เพื่อศึกษาสภาพปัญหา และข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ ประชาชนในเขตเทศบาลเมืองชะอำ จำนวน 395 คน เครื่องมือที่ใช้ในการวิจัยได้แก่  แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าเฉลี่ย  ค่าร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิสหสัมพันธ์เพียร์สัน การทดสอบที และการทดสอบเอฟ

ผลการวิจัยพบว่า

1. การมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ  โดยรวมอยู่ในระดับปานกลาง
2. ปัจจัยภายในมีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ ระดับสูงมาก (r=0.928) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 และปัจจัยภายนอก มีความสัมพันธ์กับการมีส่วนร่วมของประชาชนในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ ระดับสูงมาก (r=0.931)
3. กลุ่มตัวอย่างที่มีเพศ ระดับการศึกษา อาชีพ รายได้ และระยะเวลาที่อาศัยในพื้นที่ต่างกัน มีส่วนร่วมในแผนพัฒนาท้องถิ่น แตกต่างกัน อย่างมีนัยสำคัญทางสถิติ ส่วนกลุ่มตัวอย่าง ที่มีอายุต่างกัน มีส่วนร่วมในแผนพัฒนาท้องถิ่น ไม่แตกต่างกัน
4. ปัญหา และข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น ได้แก่ เทศบาลไม่เปิดโอกาสให้ประชาชนเข้าไปมีส่วนร่วมในการวางแผน ผู้มีส่วนร่วมส่วนใหญ่เป็นสมาชิกเทศบาลและข้าราชการส่วนท้องถิ่น

จากการวิจัยนี้ พบว่า ประชาชนส่วนใหญ่ไม่มีโอกาสหรือมีโอกาสน้อยในการเข้าไปมีส่วนร่วมในแผนพัฒนาท้องถิ่นด้านการท่องเที่ยวของเทศบาลเมืองชะอำ

Abstract

This research aimed to; 1) determine level of people’s participation the local tourism development plan of the Cha-am municipality, 2) examine factors related to the people’s participation in the local tourism development plan of the Cha-am municipality, 3) compare the difference in participation of the people with different personal factors in the local tourism development plan of the Cha-am municipality, and 4) identify the problems and suggestions relating to the people’s participation in the tourism development plan of Cha-am  municipality. The samples used in this study consisted of 395 people randomly selected from those residing in the Cha-am municipal area. A questionnaire was used for data collection. The data were analyzed statistically for percentage, mean, and standard deviation. Pearson’s Product Moment Correlation Coefficient, t-test, and F-test were applied for testing.

The results of the research were as followings:

1. The participation of people in the local tourism development plan of the Cha-am municipality was in an average level as overall.
2. Both internal and external factors had a positive relationship, at a very high level, significantly at the level of 0.01 with people’s participation in the local tourism development plan (r=0.928 and 0.931 respectively).  
3. The people who are different in gender, educational level, occupation, income, and length of time residing in the area had different participation in the local tourism development plan significantly, whereas difference in age did not yield any different participation in the local development plan.
4. The problem and suggestion involving in the people’s participation in the local tourism development plan of Cha-am municipality was that the municipality did not give opportunity for majority of people to participate in planning, except few municipal board members and the administrative officials.  

The research findings revealed that the people in the municipal area did not have a chance, or if there's little chance to participate in the local tourism development plan of the Cha-am municipality.
