ขีดความสามารถการดำเนินงานด้านการป้องกันและปราบปรามการกระทำความผิดด้านยาเสพติดให้โทษของเจ้าหน้าที่ตำรวจสังกัดกองบังคับการตำรวจภูธรจังหวัดกาญจนบุรี

บทคัดย่อ

                    ปัจจุบันการแพร่ระบาดยาเสพติดได้ทวีความรุนแรงมากขึ้น รัฐบาลจึงได้กำหนดให้เป็นวาระแห่งชาติตามนโยบาย “พลังแผ่นดินเอาชนะยาเสพติด”  จึงทำให้ผู้วิจัยสนใจทำวิจัยเรื่องนี้ โดยมีวัตถุประสงค์เพื่อศึกษา 1) ขีดความสามารถและผลสัมฤทธิ์การดำเนินงานด้านการป้องกันและปราบปรามการกระทำความผิดด้านยาเสพติด 2)  ความสัมพันธ์ระหว่างขีดความสามารถการดำเนินงานกับผลสัมฤทธิ์การดำเนินงานด้านการป้องกันและปราบปรามการกระทำความผิดด้านยาเสพติด 3) หาแนวทางที่เหมาะสมในการดำเนินงานด้านการป้องกันและปราบปรามการกระทำความ ผิดด้าน  ยาเสพติดให้โทษ  ประชากรที่ใช้ในการวิจัย ได้แก่  เจ้าหน้าที่ตำรวจผู้ปฏิบัติงานด้านการป้องกันและปราบปราม      การกระทำความผิดด้านยาเสพติด จำนวน  22  แห่ง  โดยใช้เทคนิคการสุ่มตัวอย่างแบบแบ่งชั้นตามสัดส่วน  ได้ขนาดกลุ่มตัวอย่าง  จำนวน  216 คน  เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ  0.95  และแบบสัมภาษณ์เจาะลึก ผู้ให้ข้อมูลสำคัญ จำนวน 9 คน  สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สันและการวิเคราะห์ค่าไคสแควร์ และการวิจัยเชิงคุณภาพ โดยใช้การวิเคราะห์เนื้อหา

               ผลการวิจัยพบว่า 1) ขีดความสามารถการดำเนินงานโดยภาพรวมอยู่ในระดับมาก เรียงลำดับจากค่าเฉลี่ยสูงสุดลงไป ได้แก่ ด้านการทำงานเป็นทีมและความร่วมมือ ด้านทัศนคติ ด้านภาวะผู้นำ ด้านการแก้ไขปัญหาและการตัดสินใจ และด้านการติดต่อสื่อสาร ส่วนด้านความรู้ เจ้าหน้าที่ส่วนใหญ่เป็นผู้ที่มีความรู้อยู่ในระดับดี อยู่ในช่วงคะแนน ร้อยละ 70 หรือมากกว่า 2) ผลสัมฤทธิ์การดำเนินงานโดยภาพรวมอยู่ในระดับปานกลาง  เรียงลำดับจากค่าเฉลี่ยสูงสุดลงไป ได้แก่ ด้านการปราบปรามยาเสพติด ด้านการป้องกันยาเสพติด และด้านการบำบัดรักษา และฟื้นฟูสมรรถภาพ ผู้ติดยาเสพติด ตามลำดับ และขีดความสามารถการดำเนินงานมีความสัมพันธ์กับผลสัมฤทธิ์การดำเนินงานด้านการป้องกันและปราบปรามการกระทำความผิดด้านยาเสพติดให้โทษ โดยรวมมีความสัมพันธ์กันทางบวกอยู่ในระดับน้อย  3) แนวทางที่เหมาะสมในการปรับปรุงขีดความสามารถด้านการป้องกันและปราบปรามยาเสพติด ได้แก่ ควรให้ความรู้เพิ่มเติมเกี่ยวกับกฎหมายที่เกี่ยวข้องกับการกระทำผิดเกี่ยวกับยาเสพติด ปลูกฝังเจตคติในทางบวกให้กับเจ้าหน้าที่ผู้ปฏิบัติงาน ควรมีความมุ่งมั่นในการทำงาน อดทน ทุ่มเท เสียสละ ไม่โลภในสิ่งที่มาล่อใจ ปฏิบัติงานด้วยความเป็นกลางและเป็นธรรม แก้ไขสถานการณ์เฉพาะหน้าได้ดี รวดเร็ว ถูกต้องและประพฤติเป็นแบบอย่างที่ดี

Abstract

                    Nowadays, an epidemic of narcotics is so severe that the government has determined this issue as a  national agenda according to the policy statement on “Kingdom’s Unity for Victory over Drugs”. Thus, the researcher became interested in doing this research to: 1) study capacity and achievement on performance of preventing and suppressing narcotics crime, 2) examine relationship between capacity and achievement on performance of preventing and suppressing narcotics crime, and 3) find out the proper guidelines for performance of preventing and suppressing narcotics crime. The research population consisted of police officers, from 22 police stations, working on preventing and suppressing narcotics crime. The 216 research samples were selected by using proportional stratified random sampling method. The research tools were a questionnaire with reliability at 0.95 and an in-depth interview form for interviewing 9 key informants. The data were analyzed by using percentage, mean, and standard deviation. The hypotheses were tested by using Pearson’s Product Moment Correlation Coefficient and Chi-square. and Qualitative Research Content Analysis

               The research results were as follows:  1. The capacity on performance of preventing and suppressing narcotics crime was overall at a high level. The aspects of performance, ranked in descending order of their means or capacity level, were teamwork and cooperation, attitude, leadership, problem solving and decision making, and communication. For the knowledge aspect, most of police officers had got good knowledge with mean score at 70% and over. 2. The achievement on performance of preventing and suppressing narcotics crime was overall at a moderate level. The aspects of performance, ranked in descending order of their means or achievement level, were narcotics suppression, narcotics prevention, and treatment and rehabilitation of narcotics addicts. 3. There was positive relationship at a low level between capacity and achievement on performance of preventing and suppressing narcotics crime. 4. The proper guidelines for improving performance of preventing and suppressing narcotics crime consisted of providing more knowledge on the laws relating to narcotics crime and creating positive attitude among officers, so that the police officers set their mind on working with perseverance, devotion, sacrifice, and without greed for undeserved assets. Moreover, the police officers should do their work with impartiality and justice, be able to effectively, rapidly, and correctly solve suddenly existing problems, and behave as an exemplar.
