บทคัดย่อ

                 การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาพฤติกรรมการบริหารสถานศึกษาตามหลักธรรมมาภิบาลของผู้บริหารสถานศึกษาศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอในเขตภาคเหนือตอนบน การวิจัยครั้งนี้ใช้ประชากรในการวิจัย ได้แก่ ผู้อำนวยการศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ ในเขตภาคเหนือตอนบน ปีการศึกษา 2555 จำนวน 112 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม เกี่ยวกับสภาพการบริหารสถานศึกษา ตามหลักธรรมาภิบาล ซึ่งประกอบไปด้วย 10 ด้าน ได้แก่ ด้านประสิทธิผลของการบริหารสถานศึกษา ด้านประสิทธิภาพของการบริหารจัดการสถานศึกษา ด้านการบริหารจัดการที่มีการตอบสนองของผู้รับบริการทุกภาคส่วน ด้านความรับผิดชอบในการปฏิบัติหน้าที่และมีผลงานตามเป้าหมายที่กำหนด ด้านความโปร่งใสในการบริหารจัดการ ด้านการมีส่วนร่วม ด้านการกระจายอำนาจและการมอบอำนาจ ด้านหลักนิติธรรม ด้านความเสมอภาค และด้านการมุ่งเน้นฉันทามติ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่  ความถี่ร้อยละ (%) ค่าเฉลี่ย (µ) และส่วนเบี่ยงเบนมาตรฐาน (s)

                 ผลการวิจัยพบว่าพฤติกรรมการบริหารสถานศึกษาตามหลักธรรมมาภิบาลของผู้บริหารสถานศึกษาศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ ในเขตภาคเหนือตอนบน โดยภาพรวมมีพฤติกรรมบริหารสถานศึกษาตามหลักธรรมาภิบาลอยู่ในระดับมาก ค่าเฉลี่ย 4.16 โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อยดังนี้ ด้านการมุ่งเน้นฉันทามติ ด้านประสิทธิภาพของการบริหารจัดการสถานศึกษา ด้านการมีส่วนร่วม ด้านหลักนิติธรรม ด้านความโปร่งใสในการบริหารจัดการ ด้านการบริหารจัดการที่มีการตอบสนองของผู้รับบริการทุกภาคส่วน ด้านการกระจายอำนาจและการมอบอำนาจ ด้านประสิทธิผลของการบริหารสถานศึกษา ด้านความรับผิดชอบในการปฏิบัติหน้าที่และมีผลงานตามเป้าหมายที่กำหนด และด้านความเสมอภาค

Abstract

                 The purposes of this research are to study about the administrative behaviors of Non-Formal Education administrators in upper northern district area by the good governance management. For the participants, this research is focus on 112 Non-Formal Education administrators in upper northern district area in academic year 2012. The instrument that use for collecting the data is the questionnaire about the administrative good governance management. It contains ten aspects which are the effectiveness of the administrative management, the efficiency of the administrative management, the responsiveness from the patients, the accountability on duty with the goal set, the transparency in management, the participation, the decentralization of power and authority, the rule of law, the equality, and the consensus oriented. For the data analysis is using the statistic which contains Frequency Per cent (%), Mean (µ), and Standard Deviation (s).

                 The result showed the administrative behaviors of Non-Formal Education administrators in upper northern district area by the good governance management. The overall of the administrative behaviors by the good governance was at high level which the mean was 4.16. Descending order according the average from the most to the least by following: the consensus oriented, the efficiency of the administrative management, the participation, the rule of law, the transparency in management, the responsiveness from the patients, the decentralization of power and authority, the effectiveness of the administrative management, the accountability on duty with the goal set, and the equality.
