การบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1

บทคัดย่อ

                 การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1) สภาพการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สอง ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 1 2) ปัญหาการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สอง ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 1 และ 3) ข้อเสนอแนะการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สอง ของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงรายเขต 1 ปีการศึกษา 2556 จำนวน 91 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ ประกอบด้วยระดับสภาพการบริหารสถานศึกษา ค่าความเชื่อมั่น เท่ากับ 0.99 และระดับปัญหาการบริหารสถานศึกษา ค่าความเชื่อมั่น เท่ากับ 0.98 และทั้งฉบับเท่ากับ 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ (%)ค่าเฉลี่ย (                         ) และส่วนเบี่ยงเบนมาตรฐาน (S.D.)

                 ผลการวิจัยพบว่า 1) สภาพการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับมาก ( = 3.77, S.D. = 0.69) และ 2) ปัญหาการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 โดยภาพรวม มีค่าเฉลี่ยอยู่ในระดับน้อย ( = 2.39, S.D. = 0.73) และ 3) ข้อเสนอแนะการบริหารสถานศึกษาตามแนวทางการปฏิรูปการศึกษาในทศวรรษที่สองของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 1 โดยภาพรวม ควรลดภาระงานพิเศษของครูลง และจ้างบุคลากรอื่นๆให้ทำหน้าที่พิเศษ กระทรวงศึกษาธิการและหน่วยงานที่เกี่ยวข้องควรเห็นความสำคัญและให้การสนับสนุนจัดสรรงบประมาณ อุดหนุนการดำเนินงานของสถานศึกษาอย่างเพียงพอทั่วถึงและจริงจัง

Abstract

            This research was aimed 1) to study about the level of status administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1 , 2) to study about the level of problem administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1 and 3) to study the suggestion about administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1. The research samples were 91 school administrators under Chiang Rai Primary Education Service Area Office 1 in academic year 2013. For the instrument was used the questionnaire with five-level scale included the level of status administration which the reliability is 0.99, the level of problem administration which the reliability is 0.98, and the overall is 0.97. The statistics used in data analysis were Percentage (%) Mean (                         ) and Standard deviation (S.D.).

            The results showed that 1) the level of status administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1 on all 4 sides. When considering in overall and each aspect were found high in all aspects  ( = 3.77, S.D. = 0.69), 2) the level of problem administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1 on all 4 sides. When considering in overall and each aspect were found high in all aspects ( = 2.39, S.D. = 0.73) and 3) the suggestion about administration in accordance with the Second Decade of Education Reform Guidelines under Chiang Rai Primary Education Service Area Office 1. Teachers’ non-teaching tasks should be reduced to the minimum. More budget from the Ministry of Education should be forthcoming and the School enlist participation in administering School from all personnel.
