การรับรู้ข่าวสาร และการมีส่วนร่วมของประชาชนที่ส่งผลต่อการพัฒนาท้องถิ่นในเขตองค์การบริหารส่วนตำบล จังหวัดภาคตะวันตกตอนล่าง

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการรับรู้ข่าวสาร การมีส่วนร่วมของประชาชนและการพัฒนาท้องถิ่นในเขตองค์การบริหารส่วนตำบล จังหวัดภาคตะวันตกตอนล่าง  2) ศึกษาความสัมพันธ์การรับรู้ข่าวสาร การมีส่วนร่วมของประชาชนและผลการพัฒนาท้องถิ่นในองค์การบริหารส่วนตำบล เขตจังหวัดภาคตะวันตกตอนล่าง และ 3) ศึกษาปัจจัยการรับรู้ข่าวสาร และการมีส่วนร่วมของประชาชนที่ส่งผลต่อการพัฒนาท้องถิ่น ในเขตองค์การบริหารส่วนตำบล จังหวัดภาคตะวันตกตอนล่าง

 ประชากรที่ใช้ในการวิจัย คือ ประชาชนที่อาศัยอยู่ในเขตพื้นที่องค์การบริหารส่วนตำบลในเขตจังหวัดภาคตะวันตกตอนล่าง โดยใช้วิธีการเลือกแบบโควตา กลุ่มตัวอย่างที่ใช้ ในการวิจัยเชิงปริมาณ คือ ผู้มีสิทธิ์เลือกตั้ง จำนวน 399 คน และการวิจัยเชิงคุณภาพ ใช้วิธีการเลือกตัวอย่างแบบเฉพาะเจาะจง ผู้บริหารองค์การบริหารส่วนตำบล หรือสมาชิกสภาองค์การบริหารส่วนตำบล  สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์เพียร์สัน และค่าสัมประสิทธิ์การถดถอย

ผลการวิจัยพบว่า

1. ประชาชนในองค์การบริหารส่วนตำบลเขตจังหวัดภาคตะวันตกตอนล่าง มีความเห็นว่า  การรับรู้ข่าวสาร มีการรับรู้ข่าวสารจากสื่อโทรทัศน์มากที่สุด ด้านการมีส่วนร่วมของประชาชนว่า ประชาชนในเขตองค์การบริหารส่วนตำบล จังหวัดภาคตะวันตกตอนล่าง มีความเห็นว่า มีการมีส่วนร่วมในการรับผลประโยชน์จากการพัฒนามากที่สุด และด้านการพัฒนาท้องถิ่น ประชาชนในเขตองค์การบริหารส่วนตำบล จังหวัดภาคตะวันตกตอนล่าง มีความเห็นว่ามีการพัฒนาด้านการศึกษา ศาสนา และวัฒนธรรม มากที่สุด
2. ค่าความสัมพันธ์ระหว่างการรับรู้ข่าวสาร และการมีส่วนร่วมของประชาชนกับการพัฒนาท้องถิ่นในองค์การบริหารส่วนตำบลเขตจังหวัดภาคตะวันตกตอนล่าง มีความสัมพันธ์ทางบวกทุกตัวและมีนัยสำคัญทางสถิติที่ระดับ .01 โดยตัวแปรที่มีค่าสัมประสิทธิ์สหสัมพันธ์กับการพัฒนาท้องถิ่นในองค์การบริหารส่วนตำบล มากที่สุดคือ สัมพันธ์กับการมีส่วนร่วมในการรับผลประโยชน์จากการพัฒนา และตัวแปรที่มีค่าสัมประสิทธิ์สหสัมพันธ์กับการพัฒนาท้องถิ่นในองค์การบริหารส่วนตำบล น้อยที่สุดคือ การรับรู้ข่าวสารจากอินเตอร์เน็ต
3. การรับรู้ข่าวสารและการมีส่วนร่วมของประชาชน จะส่งผลโดยตรงต่อการพัฒนาท้องถิ่นในองค์การบริหารส่วนตำบล เขตจังหวัดภาคตะวันตกตอนล่าง มีค่าอำนาจการพยากรณ์ ร้อยละ  54.9 

       ข้อค้นพบจากการวิจัยจะเห็นได้ว่า ประชาชนส่วนใหญ่ ได้รับข่าวสารทางการเมืองจากสื่อหอกระจายข่าวและเสียงตามสายของหมู่บ้าน

Abstract

In this research is “The perception of news and Participation of People Affecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region” The desearcher investigates 1) Displayed the perception of news and  Participation of People and Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region 2) Displayed the perception of news and  Participation of People relationship with Affecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region 3) Results of investigates the perception of news and Participation of People Affecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region for proposal to Administrative Organization. The sample population consisted people of Subdistrict area Administrative Organization in the Lower Western Region  by random example in this desearch method Quantitative research 399 people of Subdistrict area Administrative Organization in the Lower Western Region. And method Qualitative research 190 In-Depth interview Chief Executive Office and Member of Commicil area Administrative Organization in the Lower Western Region. The desearch  method use in data analysis were mean, standard deviation, skewness, Pearson Product Moment Corelation Cofficiant, Multiple Regression analysis and Stepwise Multiple Regression analysis.

The method found:

1. The people opinion Subdistrict are Administrative Organization in the Lower Western Region the perception of news by “Television”maximum. Participation of People is Acceptable benefit of Local Development maximum and Effecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region is Education Religion and Culture maximum.

2. Relationship between the perception of news and Participation of People Affecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region. Independent  variable of moment correlation coefficient maximum is Acceptable benefit of Local Development  and  Independent  variable of moment correlation coefficient minimum is Political Talk by  Internet.

3. The perception of news and  Participation of People were directly Affecting Local Development under Accountability in Subdistrict Administrative Organization, Province Lower Western Region.

   Section to find out  this research, Majority of people acceptable the perception of news by “Hall  of to  spread  news” and “wire broadcasting” in municipation.
