บทคัดย่อ

            การศึกษาเรื่อง “กลยุทธ์การบริหารการประกันคุณภาพของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา” ในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาการบริหารการประกันคุณภาพ  กำหนดกลยุทธ์การบริหารการประกันคุณภาพ และประเมินกลยุทธ์การบริหารการประกันคุณภาพของวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา  โดยใช้ระเบียบวิธีการวิจัยแบบผสม (Mixed Method) โดยศึกษาวิเคราะห์เอกสารและใช้แบบสอบถาม กลุ่มตัวอย่างเป็นผู้บริหาร ครู และนักเรียนนักศึกษา จำนวน 580 คน ในวิทยาลัยเทคนิค สังกัดสำนักงานคณะกรรมการการอาชีวศึกษา จำนวน 70 แห่ง  ใช้วิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random  Sampling)  มีการได้มา  2 ขั้นตอน คือ สุ่มจำนวนตัวอย่างของวิทยาลัยเทคนิคในแต่ละภาค และสุ่มเลือกกลุ่มตัวอย่างตามจำนวนบุคลากรภายในวิทยาลัยเทคนิค สถิติที่ใช้ในการวิเคราะห์ข้อมูลครั้งนี้คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและวิเคราะห์องค์ประกอบเชิงสำรวจ (Exploratory Factor Analysis)  กำหนดกลยุทธ์ โดยการสัมภาษณ์ผู้บริหารและครูในสถานศึกษาที่ประสบผลสำเร็จ จำนวน 9 คน  จัดทำร่างกลยุทธ์  ตรวจสอบกลยุทธ์ โดยการประชุมสัมมนาอิงผู้เชี่ยวชาญ  จำนวน 11 คน และประเมินกลยุทธ์ ด้านความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยผู้เชี่ยวชาญ จำนวน 18 คน ผลการศึกษาวิจัยพบว่า

            การบริหารการประกันคุณภาพของวิทยาลัยเทคนิค มี 4 ด้าน คือ ด้านสภาพแวดล้อมขององค์การ ด้านปัจจัยนำเข้า กระบวนการบริหาร และผลผลิต มีองค์ประกอบของการบริหารการประกันคุณภาพ 7 องค์ประกอบ 101 ตัวแปรสังเกตได้

          กลยุทธ์การบริหารการประกันคุณภาพของวิทยาลัยเทคนิค มี 4 องค์ประกอบ ได้แก่ เป้าหมาย กลยุทธ์เพื่อบรรลุเป้าหมาย  กลไกดำเนินการ และตัวชี้วัด มีจำนวน 12 กลยุทธ์ ได้แก่ 1) ส่งเสริมการจัดการเรียนการสอนทักษะอาชีพที่หลากหลายตามความต้องการของตลาดแรงงาน  2) สร้างเสริมภาพลักษณ์อาชีวะสร้างชาติ เพื่อสร้างความเชื่อมั่นของสังคม 3) พัฒนาครู ให้เป็นมืออาชีพ เพื่อเพิ่มขีดความสามารถในการแข่งขันด้านการศึกษา 4) พัฒนาและระดมทรัพยากร เพื่อสนับสนุนการจัดการศึกษาอย่างมีประสิทธิภาพ  5) ส่งเสริมและสนับสนุนวัฒนธรรมองค์การให้เป็นวัฒนธรรมคุณภาพ  6) ส่งเสริมการวางแผนบริหารการประกันคุณภาพแบบมีส่วนร่วม  7) ส่งเสริมการจัดทำแผนงานให้สอดคล้อง รองรับการประกันคุณภาพมาตรฐานการศึกษาระดับสากล 8) พัฒนาศักยภาพของบุคลากรในการปฏิบัติงานการประกันคุณภาพ 9) สร้างความเข้มแข็งในการดำเนินงานการประกันคุณภาพให้ครบวงจรคุณภาพ 10) เร่งรัดติดตามตรวจสอบ พัฒนาการดำเนินงานการประกันคุณภาพของสถานศึกษาให้เป็นไปตามมาตรฐานการอาชีวศึกษา 11) ติดตามผู้สำเร็จการศึกษา อาชีวศึกษาอย่างต่อเนื่อง และ 12) สนับสนุนและต่อยอดความรู้ความสามารถผู้สำเร็จการศึกษาอาชีวศึกษา

            ผลการประเมินความสอดคล้อง ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของกลยุทธ์ที่พัฒนาขึ้น โดยภาพรวมพบว่ามีค่าเฉลี่ยอยู่ในระดับมากที่สุด  เมื่อพิจารณาเป็นรายด้าน พบว่า กลยุทธ์การบริหารการประกันคุณภาพของวิทยาลัยเทคนิค มีความสอดคล้องมากที่สุด รองลงมา ความเป็นประโยชน์ ความเป็นไปได้ และความเหมาะสม ตามลำดับ

ABSTRACT

            This research on “The strategies on management of the quality assurance in technical colleges. Under the Office of Vocational Education Commission” has the objective of. Study the management of the quality assurance in technical colleges. Define the strategies of the quality assurance in technical colleges. And evaluate the strategies of the quality assurance in technical colleges. Under the Office of Vocational Education Commission.The methodology of the research Mixed (Mixed Method) analysis to study the documents and questionnaires. The sample consisted of 580 students, teachers, and students. from 70 technical colleges. Under the Office of Vocational Education Commission.  Using stratified random sampling. There were two stages random sample of technical colleges in each region. And the random sample was selected based on the number of personnel in technical colleges. Stratified random sampling was used for 580 samples. The statistics used in this study is the frequency, percentage, average, standard deviation and exploratory factor analysis. Defining the strategies being used by interviewing 9 administrators and teachers that have been successful in the colleges. Drafting strategy Strategy Checklist The connoisseurship of 11 experts. Assessing the consistency, propriety, feasibility, And evaluated based strategy. Congruity Propriety  Feasibility and Utility by 18 experts.  Result of the study:

            The management of the quality assurance in technical colleges has four sides : The colleges environment, input, the management process and output. There are 7 factors and 101 variables of  management for the Quality system investigated. 

The Strategies of the quality assurance in technical colleges comprises of 4 factors : Goal, Strategies to achieve goals, Mechanism of action and Indicators. There are 12 strategies 1) promote the teaching professional skills to fulfill the needs of the labor market 2) enhance the image of vocational building. To boost the confidence of society 3) provide professional development for teachers. To enhance its competitiveness in the field of education 4) development and resource mobilization. To support education effectively 5) support and promote culture as a culture of quality 6) promote management planning, quality assurance and participatory 7) Promote plan accordingly. Supports quality assurance standards required internationally 8) develop the capacity of personnel to perform quality assurance 9) Strengthening the implementation of a comprehensive quality assurance 10) intensive monitoring. Development and implementation of quality assurance of institutions according to standards of vocational education 11)  Follow graduates Vocational continuing and 12) support and further vocational skills of graduates.

            Results of Assessment  Congruity Propriety Feasibility and Utility of the strategy developed. Overall, the average value is at the highest level. Considering that it was found. The strategies on management of the quality assurance in technical colleges is the most Congruity followed Utility Feasibility and Propriety
