รูปแบบบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้ ตามเกณฑ์รางวัลคุณภาพแห่งชาติ

Abstract

           การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบันของการบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้  กรณีศึกษาองค์การที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practices) ตามเกณฑ์รางวัลคุณภาพแห่งชาติ  2) เพื่อพัฒนารูปแบบบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้  การศึกษาใช้แนวทางการวิจัยเชิงคุณภาพ วิธีการวิจัยใช้การวิเคราะห์เอกสาร และการสัมภาษณ์เชิงลึก ผลการศึกษาสภาพปัจจุบันของการบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้จากกรณีศึกษาองค์การที่ได้รับรางวัลคุณภาพแห่งชาติ พบว่า ให้ความสำคัญในการพิจารณาประเด็นหลัก7 ด้านคือ 1) ด้านวัตถุประสงค์ในการนำระบบสารสนเทศมาใช้ในองค์การ 2) ด้านกระบวนการออกแบบและพัฒนาระบบสารสนเทศ 3) ปัจจัยที่เกี่ยวข้องกับความสำเร็จของระบบสารสนเทศ 4) ด้านคุณลักษณะของบุคลากรด้านเทคโนโลยีสารสนเทศขององค์การ 5) ด้านการเรียนรู้ขององค์การ 6) ด้านการนำระบบสารสนเทศมาใช้ในการบริหารและจัดการความรู้ 7) ด้านการนำระบบสารสนเทศมาสนับสนุนการเพิ่มพูนการเรียนรู้

             ผลการศึกษาผู้วิจัยนำมาพัฒนาเป็น รูปแบบบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้ตามเกณฑ์รางวัลคุณภาพแห่งชาติ ได้รูปแบบ “PHAK IS support” ประกอบด้วย

             P (Purposes of Information Systems) วัตถุประสงค์ในการนำระบบสารสนเทศมาใช้

             H (Human Capital Development ICT workforce) การพัฒนาทุนมนุษย์ด้านเทคโนโลยีสารสนเทศ              

           A (Analysis of  IS Solution) การวิเคราะห์เพื่อนำระบบสารสนเทศมาใช้เป็นทางเลือกในการดำเนินงาน K (Knowledge Based Learning) การนำระบบสารสนเทศมาใช้ในการบริหารองค์ความรู้ภายในองค์การ

             IS (Information Systems) ระบบสารสนเทศขององค์การที่มีความสำเร็จ และมีการควบคุมที่ดี

             Support (Information Systems management to support learning organizations)

การบริหารจัดการระบบสารสนเทศเพื่อสนับสนุนองค์การแห่งการเรียนรู้    

          This research was conducted for two purposes.  First, it aimed to study the present state of information systems management for supporting the learning organizations, particularly the case study of the best- practiced learning organizations based on Thailand Quality Award Criteria.  Second, it was aimed at developing an information systems management model for supporting the learning organization.The study was qualitative-oriented applying the methods of document analysis and in-depth interview.  Findings revealed that the present state of information systems management was meant for supporting learning organizations.  In specific, the result of the case study done to investigate the best-practiced learning organizations showed that the awarded learning organizations emphasized the importance of seven aspects including the objectives of employing information systems in the organization, the process of designing and developing information systems, factors related to the achievement of information systems, characteristics of personnel in information technology, learning of organization, employing information systems to administer and manage knowledge, and using information systems to support and promote learning. The proposed model derived from the results of this research is called “PHAK IS Support” consisting of P standing for Purposes of Information Systems indicating the purposes of using information systems; H for Human Capital Development ICT Workforce indicating human capital development in information technology; A for Analysis of IS Solution—analyzing to employ information systems as an alternative to operation; K  for Knowledge-based learning—using information systems to manage knowledge in the organization; IS  for Information Systems –applying information systems of the successful organizations with good control; Support for Information Systems management to support learning organizations.
