Abstract

A free trade area is a group of countries that have few or no price controls in the
form of tariffs or quotas between each other. Rules of origin are common in regional
integration agreements. In FTAs, the exporters are required to produce the product or
substantial transformation under free trade agreement. So the aim of this article is to study
the rule of production to be goods which are wholly obtained or produced in the territory
exporting party. It is focused on preferential rules of origin’s case study on the industry of
gems and jewelry under ASEAN Trade in Goods Agreement (ATIGA). The results from
this study show, the exporter may use FTA cost statement calculator for a preliminary
assessment of the qualifying value content (RVC) and/or substantial transformation rules
(Change in Tariff Classification Level and Processing Operation Rules) under a specific Free
Trade Agreement. For the industry of gems and jewelry under ASEAN Trade in Goods
Agreement (ATIGA), the exporter will have to calculate RVC Value and/or substantial
transformation rules under product specific rules (PSR).
