บทบาทของผู้บริหารสถานศึกษา ในการส่งเสริมให้ผู้เรียน มีทักษะการเรียนรู้ที่ต้องการในศตวรรษที่ 21

Abstract

แนวคิดเกี่ยวกับบทบาทของผู้บริหารสถานศึกษา ในการส่งเสริมให้ผู้เรียนมีทักษะการเรียนรู้ที่ต้องการในศตวรรษที่ 21   เป็นการวิเคราะห์และนำเสนอแนวทางเกี่ยวกับบทบาทของผู้บริหารที่ควรจะเป็นผู้นำในการเปลี่ยนแปลงการจัดการศึกษาในโรงเรียน  เพื่อให้เกิดทักษะการเรียนรู้ (Learning Skill) ได้แก่ 1) ทักษะการคิด 2) ทักษะการทำงาน 3) เครื่องมือ ที่ใช้สำหรับการทำงาน และ 4) ทักษะการดำรงชีวิต โดยบทบาทที่สำคัญของผู้บริหาร ประกอบด้วย 1) การนำการเปลี่ยนแปลง  2) การสร้างวัฒนธรรมองค์กรที่เอื้อต่อการเปลี่ยนแปลง 3) การปรับปรุงการเรียนการสอน 4) มีการพัฒนาเทคโนโลยีสารสนเทศ และการสื่อสาร 5) การจัดการความรู้ในองค์การ 6) ต้องจัดสภาพแวดล้อมบนพื้นฐานยึดการเรียนรู้ของผู้เรียนเป็นศูนย์กลาง 7) การทำงานอย่างเป็นเครือข่าย 8)  ทำงานร่วมกับสถานประกอบการเพื่อการเรียนรู้ของผู้เรียน  นอกจากนี้ผู้บริหารควรจะกระตุ้นให้ครูมีการปรับเปลี่ยนบทบาทในการเรียนการสอน ดังนี้ 1) ผู้ฝึกสอนและผู้นำทาง 2) ผู้กำหนดเป้าหมายและนักตั้งคำถาม 3) นักออกแบบการเรียนรู้ 4) ผู้จัดสภาพแวดล้อม 5) ผู้กวดขันหรือผู้ประกันคุณภาพสถานศึกษาดังนั้นผู้บริหารสถานศึกษาคือตัวแปรสำคัญที่มีบทบาท ทำให้สถานศึกษาปรับเปลี่ยน จัดการศึกษาในการส่งเสริมให้ผู้เรียนมีทักษะการเรียนรู้ที่ต้องการในศตวรรษที่ 21 ได้อย่างมีประสิทธิภาพ

School Administrator  Roles for the  Promotion of Leaners in order to Achieve the Desirable 21^st  Century Skills

Concept  of   school administrator  roles for  the  promotion of  leaners in order to Achieve the Desirable 21^st  Century Skills  is to analyze  and  propose  the Thai school  administrators should tackle  in action. The desirable 21^st  century  skills  composing of   1)  Way of  thinking   2)  Way of  working       3)  Tools for  working  and 4)  Living in  the world.  The importance roles of school administrators could  be leader on 1)  Leading change  2) Building an organization culture that help  change  3) Improving instruction    4)  develop the information and communication  technology 5) Knowledge management         6) Providing  an environment on the  basis of learner’s center 7) Collaboration and Connection 8) working together with entrepreneur  workplace for the benefice of learner.  Besides, the administrators should  persuade teachers  to change the role of instruction  by 1) Teacher as  coach and guide 2) Teacher as goal setter and questioner 3) Teacher as learning designer 4) Teacher as a context provider  5) Teacher as rigor Provider and Quality Assurer. Therefore  the school administrator  are the importance  people which help  change  the education  management   for the promotion  of leaner  to achieve the desirable 21^st century  skills  effectively.
